According to the Agenzia del Territorio, only one out of ten buildings is demolished in Italy. Legambiente points the finger at the close relationship between the search for electoral consensus and the use of cement. Sardinia, Sicily and Marche are the Regions most affected by the laws that support illegal activity.

The earthquake of last August 21st in Ischia rekindled the fuse of the discussions relating to the phenomenon of unauthorized use. In recent days, the Agency has sent hundreds of thousands of letters to property owners, inviting them to register rural buildings, paying a fee that fluctuates between 172 and 8264 euro

The speech is more complicated, and to try to describe it we need to go beyond the usual slogans that come from the world of politics. In fact, in 2011 the Monti government decided to register the buildings in the tax registers, given the resistance of the individual municipalities to take charge of real estate not registered in the land register, which escapes any type of imposition. 

Another scourge that affects the illegal is mafia presence in the area. This is how Legambiente intervened in the latest Report on eco-mafia 2017: “The alleged offenses in the cement cycle in the last year were 4426, on average more than 12 per day, with a decrease of 10% compared to 2015. In the four regions traditional mafia presence, 1831 were counted, about 41% of the national total”. 

According to the president of Legambiente, Scarlett Muroni, there is one close connection between the search for electoral consensus and illegal constructions. In fact, it is no coincidence that mayors who want to enforce the law are often isolated from the community. The near future is not at all reassuring: the Sardinia discusses restarting with carpet construction near the sea, le Marche push to waive the constraints in favor of a rapid post-earthquake reconstruction. Also in Sicilia a law in favor of abuse is under discussion. And the grillini amazed everyone by discourse on illegality and illegality and in fact spreading a pitiful veil on amnesties and amnesties in view of the next regional elections. 

In any case, the numbers are very little reassuring. Between 2000 and 2011, 46760 orders for the demolition of illegal buildings were issued in the provincial capitals. The actual demolitions, however, were only 4956, only 10,6% of those expected
