The Stability and Growth Pact is fine with that. German Chancellor Angela Merkel said it during a speech to the Bundestag, thus promoting the pact that establishes the rules on the management of public finances in the European Union: "It constitutes an excellent framework: it sets clear rules and offers a multitude of flexibility possibilities”.

Disappointed, therefore, those who, led by the Italian press, had believed that some statements by Merkel's spokesman Steffen Seibert went in the direction of an opening to greater flexibility.

The statements of the German chancellor, rather, are on the same wavelength as those of Finance Minister Wolfgang Schaeuble, according to whom loosening the rules and allowing the accumulation of new debt to states "would be the worst possible mistake", and clarify the position of Germany, on the eve of a European Council in which discussions are expected precisely on the knot of rigor-growth.
