In a Brussels report we read that “property taxes have no impact on social inequality and are believed to slightly increase poverty in Italy” – For this reason Europe deems some progressive changes necessary.

EU: Imu rejected, more equity is needed

Brussels imposed it on us, but now it's wand us. The European Union has realized that the Imu is an unfair tax and should be changed in a more progressive sense. These are the conclusions reached by the 2012 EU Report on Employment and social developments.

"Property taxes have no impact on social inequality in Estonia and Italy and are believed to slightly increase poverty in Italy“, reads the text. 

In any case, according to the commissioner for social affairs, Laszlo Andor, "it is very important" that Italy continues along the path of a balanced budget, ensuring that disadvantaged social groups "such as young people and women, have access to the labor market" . 

The European Commission, with reference to the taxation on the first home, indicates some aspects that could be improved, such as the updating of cadastral values, deductions not linked to the taxpayers' ability to meet income tax, the definition of first and second homes.
