EU, bank increases: first private individuals, then the states

If the need to strengthen capital emerges from the ECB's checks on the main European banks, "private sources" will finance the recapitalisations. Only at a later stage, if the private contribution turns out to be "insufficient", will the States be able to intervene "with recourse to national public backstops". This is the indication that the finance ministers of the Eurozone and again tomorrow at the Ecofin level will discuss on the basis of the latest draft declaration prepared for this weekend's meetings.
