Transport Agreement in Joint Conference. There are 6 main rules to be respected on public transport to ensure everyone's safety in view of the reopening of schools and the return to the office of many workers.

To disseminate the guidelines for local public transport is the Ministry of Transport which explains what to do to travel safely and to contain the spread of Covid-19. The most important news concerns the new capacity limit to be respected on public transport. Experts have identified a compromise to safeguard the health of citizens and, at the same time, guarantee them an adequate service in view of the recovery "of the country's scholastic, economic and cultural activity", underlines the ministry led by Paola De Micheli. Establish rules on the necessary distance on board, on air exchange and on masks.

However, before listing the guidelines, the document from the ministry makes a premise: 

The differentiation and extension of timetables opening of offices, commercial establishments, public services and schools of all levels is important to modulate the mobility of workers and consequently prevent the risks of aggregation connected to the mobility of citizens. TRANSPORT: CAPACITY AT 80%

On trains, subways, buses and school buses, the maximum capacity allowed rises to 80%. Standing places will be reduced in particular. The ministry explains that:

This filling coefficient is also allowed in relation to the exchange of internal air of surface vehicles and metropolitan trains. In fact, most air conditioning systems allow a percentage of air taken from the outside and a change every time the doors are opened when stopped. In addition, the windows can be opened permanently for older generation trams.

The capacity may be taken beyond the set limit in two cases:

  • if you travel short routes, lasting a maximum of 15 minutes;
  • if air exchange and filtering with suitable ventilation tools authorized by the Cts (Scientific Technical Committee) is guaranteed on the vehicles. 

There is also the possibility of increasing journeys during peak hours, using vehicles for third-party use for line services. 

TRANSPORT: MASKS AND DISTANCES ON BOARD

The use of masks will be mandatory on board. Passengers will have to respect the safety distance of one meter. Distance is not needed: 

"when it comes to people who live in the same housing unit, as well as between relatives and people who maintain stable interpersonal relationships".

In the event of checks, the cohabitants will have to provide a self-declaration.

TRANSPORT: SEAT SEPARATORS

Separators will be installed between the seats. In this context, the Ministry of Transport clarifies that:

An agreement is underway between MIT-INAIL and IIT to identify the suitable material to allow the separation between one session and another, in order to allow an almost total filling index of the means. Transport companies can initiate autonomous forms of identification of suitable material to be submitted to the health certification of the CTS.

DISPENSER ON VEHICLES

A further indication concerns the installation of dispensers containing disinfectant on subways, buses and all local public transport means.

USE IMMUNE

The service management companies must provide forms of communication, on every means of transport, on the correct use of Personal Protective Equipment.

Finally, the ministry recommends the use of the Immuni App, useful for monitoring and containing the spread of the covid-19 pandemic through contact tracing.

THE RULES FOR SCHOOL BUSES

In view of the reopening of the schoolalso provided special rules for school buses. Students will have to measure their fever at home and in the presence of "febrile alteration or in the event that they have been in direct contact with people affected by Covid-19 in the previous fourteen days" they will not be able to board. 

“The ascent of the pupils will take place guaranteeing a distance of at least one meter and taking care that the pupils get on the vehicle in an orderly manner, letting the second passenger get on after the first has sat down. For the descent we will proceed one by one avoiding close contact".
