Minister Roberto Cingolani took it three months time to bring to Parliament an organic program for the transition to a new national energy system. The Interministerial Committee for the Ecological Transition (CITE) will identify the actions, measures, funding sources, time schedule and public administrations for all measures, including those concerning water resources, soil consumption and hydrogeological instability. Cingolani showed clear ideas, starting with the bureaucratic obstacles to be removed and which have so far blocked industrial initiatives and the assignment of renewable quotas. If Spain is among the fastest countries for authorization procedures and innovative capabilities, the Draghi government needs to speed up one of the cornerstones of its program. The credibility of a governing class is at stake and Cingolani will be careful not to compromise it. The Recovery plan will contain the timing that must be compatible with the start of the works by breaking down timing of environmental impact assessments. The ability to put together the powers and responsibilities of the Ministry of Infrastructures will be measured on this point. As for an Italian way towards green hydrogen, a supply chain to be created on which many companies are already at work and the technological applications, the plan will indicate times and methods for no longer depending on foreign countries.
