The levy on derivatives will start from September, as a consequence of the introduction of the Tobin tax, but there are fears: on the one hand the difficulty of calculating the sums, on the other the flight of investors. Financial operators are asking for regulatory certainties after the Finance Department opened a consultation until August 30 on a new regulatory text.
Many doubts, few certainties. Certainly, for now, there is the date on which the intermediaries will have to pay a sum to the tax authorities: October 16th. We don't know how much nor do we know about what.
On Saturday, news appeared on the Finance Department website that the Treasury has opened a public consultation on amendments to the decree (to be sent by August 30th). As Il Sole 24 Ore writes, among the points covered by the last intervention there should be the question of the transfer or establishment of the usufruct (behaviors for which the current law does not provide for taxation).
Financial operators do not welcome this tax and, even more, the uncertainties that hover around it. The Finance Department's move was the straw that broke the camel's back. The main problem is that, according to the operators, the continuous modification of the rules does not favor the choices of foreign or Italian investors.
To date, the apex of the financial community is that the impasse that could be created with the new changes could favor a postponement. And, in the future, total convergence with European legislation.
