The EU Commission has formally asked the Italian Communications Authority to modify or withdraw the measures for the reduction of some tariffs for access to the copper network. This is what is learned in a note released today by Brussels. 

The European Executive had already asked Agcom to review the prices established in recent months for 2013, as they were based on incorrect calculations. The problem lies in the excessive reduction of tariffs which must be paid to the Telecom network manager. Last November 12, the deadline granted to the Authority to amend these measures expired, without any amendment from the Italian regulator.

Berec, which brings together the authorities of the telecommunications sector of the EU countries, had rejected in September the choice of the Commission to criticize the measures proposed by the Italian authority. Yesterday the Agcom commissioner Antonio Preto recalled that the last word on tariffs belongs to the national Authority, which can decide whether or not to comply with EU recommendations.

"After three months of analysis and having considered that Berec's opinion does not add new substantial arguments to those already advanced by Agcom - reads the note from Brussels -, the Commission still believes that Agcom has set the tariffs on the basis of inappropriate data and calculations that can potentially damage the incentives to invest in broadband for both Telecom and other operators”.
