Movements from June 3 will be allowed between all regions of the country. And the borders with the countries of the European Union will also reopen, even if Austria and Greece oppose the transit of Italians. The Council of Ministers decided this yesterday evening, despite the fact that many governors – especially from the South – fear that the different epidemiological situation still existing between the Regions could lead to new infections in areas where the now famous Rt parameter is increasingly close to zero. The blockade of certain territories with respect to others, on the contrary, could amplify the economic repercussions of a crisis that is already epochal in itself.

So what to do? The final decision was taken by the Government on Friday 29 May after having viewed "the numbers of the health report cards" which will give an account of what happened in the first weeks following the end of the lockdown and in particular from the reopening on May 18th. Two regions in particular are worrying: Lombardy and Piedmont. To May 27th the first recorded 384 new positives (65% of the 584 new positives nationwide), 73 new cases in Piedmont instead. Together, the two regions account for two-thirds of new infections. 

How's it going elsewhere? Marche, Alto Adige, Umbria, Valle d'Aosta and Basilicata recorded zero new infections, while Liguria recorded 39, Emilia Romagna 16, Tuscany 12, Lazio 11, Puglia 10, Veneto 8, Trento 7, Campania 6, Sicily and Abruzzo 5, Friuli Venezia Giulia 4, Molise 2, Sardinia and Calabria 1.

MOVEMENTS FROM JUNE 3: NO PROHIBITION BETWEEN THE REGIONS

Responding to the recriminations of some Southern Regions (Sicily and Sardinia above all), the Minister of Regional Affairs excluded the possibility that the Southern Regions could prohibit access to citizens coming from the two Northern Regions, also saying No to the hypothesis to apply "a differentiated method". Boccia said:

“In the next few days, with the last click that will bring the country back to motion, there must also be that of common sense. If all the Regions restart, restart without distinction on the profile of the citizens of each Region, the distinction between citizens of one city compared to the other is not foreseen, if we are healthy we move. It is different to foresee a phase of quarantine, but we are not in that condition. And even in that case we need an agreement between the parties”.

The minister also recalled the provisions of article 120 of the Italian Constitution: 

"The Region cannot institute import or export or transit duties between the Regions, nor adopt measures that hinder in any way the free movement of people and things between the Regions, nor limit the exercise of the right to work in any part of the National territory".

Any initiative must therefore be taken in agreement with the central government: individual limitations or "health passports" are not to be considered. For this reason, the State-Regions Conference scheduled in the next few days will also be fundamental. The aim is to find a shared line that meets everyone's requests (and concerns).
