Sensational in Montecitorio Sandro Ciotti would have shouted. The Chamber of Deputies rejected the resolution proposed by the authorizing majority budget variance for 3,4 billion in 2023 and 4,5 billion in 2024 envisaged in the Economic and Financial Document (Def). The votes in favor were only 195, 201 votes, equal to a qualified majority, would have been needed to pass the resolution. The result? Vice-President Fabio Rampelli (FdI) has nothing left to do but proclaim the refoulement, unleashing the thunderous applause of the oppositions.
Budget variance rejected
The count left no room for doubt: 195 yes, 105 abstentions and 19 votes against. The resolution was rejected by 6 votes. The deputies of the majority voted in favour, those of the Pd and M5S abstained, while those of Avs and the Third Pole voted against.
It was above all the many that weighed absences in the ranks of the majority which did not allow for the necessary votes for an absolute majority to be reached.
Initially, however, no one had understood that the rejection of that resolution determined the'impossibility to vote on resolutions on the Def.
Without this vote, which is fundamental, the Chamber was in fact unable to proceed with the votes on the resolutions to the Def of the majority and oppositions. Work has been suspended for the moment and will resume at 19 pm. The examination of the Def will be resumed "in the manner that will be decided by the group conference once all the necessary information has been acquired", added Rampelli.
What happens now?
What happened today had never happened and therefore there are no precedents to solve the puzzle. The most likely scenario is that you now need a new passage in the Council of Ministers which in turn will have to prepare a new relationship with a new difference, even if only by one euro. From here we will return to Parliament again which will be called to approve "the news".
However, there is also another problem: the approval was also important to "free up" the 3,4 billion euros that the Government had earmarked for Work decree which, in the plans, should have arrived at the council of ministers on Monday 1st May. Now that money is gone and will not be there until the green light for the new report from both houses of Parliament.
