Tfr and VAT numbers, who is better off with the manoeuvre

STABILITY LAW - The advance of the severance pay will be taxed at the Irpef rate, no longer with the facilitated one, but for those who earn up to 29 thousand euros nothing will change - Above this threshold, however, the tax increase can exceed 500 euros – VAT numbers: under 15 thousand euros there is an average discount of around 900 euros a year with the flat-rate regime.

Anyone who wants to advance the severance pay in the paycheck must keep in mind a sum: 28.650 euros. Below this annual income threshold (which includes about two thirds of Italian taxpayers) the choice is convenient from a fiscal point of view. Above, however, the tax increase starts to become significant.

The draft of the Stability law circulated so far establishes that "from 2015 March 30 to 2018 June XNUMX private sector employees" with an ongoing employment relationship for at least six months, excluding domestic and agricultural workers, will be able to request to collect monthly part of the severance pay, which will be subject to "ordinary taxation" and will not be "taxable for social security purposes".  

The levy will therefore be calculated with the marginal personal income tax rate and no longer with the facilitated rate currently envisaged for the severance indemnity. However, as emerges from the calculations of the Study Foundation of Labor Consultants, in tax terms nothing will change for workers with an annual income up to 15 thousand euros gross, because in their case the personal income tax and severance pay rates coincide (23%). 

Once the threshold of 15 thousand euros has been exceeded, however, anticipating the severance indemnity involves increases, even if for the second income tax bracket the burden is minimal. Here is the scheme:

– From 15 to 28.650 euros of income (IRPEF rate at 27%) taxes increase by around 50 euros. 

– From 28.650 to 55 thousand euros of income (IRPEF rate at 38%) the increase is around 300 euros.

– From 55 to 75 euros of income (IRPEF rate at 41%) the expected increase is around 500 euros.

– Over 75 thousand euros of income (IRPEF rate at 43%) anticipating the severance pay will result in a tax burden of just under 600 euros. 

Not only. The addition of the severance pay to the paycheck can raise income by triggering the higher Irpef rate, but it can also increase the ISEE, translating into lower benefits - in terms that vary according to the Municipalities - for nursery schools, canteens tuition fees, university fees and Tasi deductions.

VAT NUMBER

The ceiling of 15 thousand euros of annual income also applies to VAT numbers. “Instead of spending hundreds of euros on an accountant or tens of euros on other expenses – said Prime Minister Matteo Renzi as he presented the maneuver on Wednesday evening – there will be a flat-rate regime: a reduction of 800 million euros for 900 VAT numbers under 15 thousand euros”. Calculator in hand, the average annual discount should be almost 900 euros a year for each VAT number.

THEflat rate, which includes Irap, VAT, Irpef and additional, goes up by 5 to 15%, but the audience of those who can benefit from the subsidized regime is expanding, in which it will be possible to remain beyond the limit foreseen up to now of the five years, which is deleted. Depending on the activity, different revenue thresholds are envisaged, therefore – in some cases – even those with bills of up to 40 euros a year may be included in the subsidized regime. 

If you start a business and opt for the new regime, moreover, the tax base will be reduced by one third. THE social security contributionsfinally, they will no longer have to be paid to INPS taking into account the minimums, but the effective declared income. An advantage especially for smaller VAT numbers.
