Terna, the "Transparent Construction Sites" operation is underway: contracts and tenders can be consulted online

The company that manages the national electricity grid has launched the "Cantieri Aperti & Trasparenti" initiative, in order to make available all the data relating to the over 200 construction sites currently open in Italy - "For the first time, a space dedicated to subcontracting" , says the director of Corporate Affairs, Giuseppe Lasco.

“Cantieri Aperti & Trasparenti”: this is the name that Terna, the company chaired by Catia Bastioli and led by Matteo Del Fante which manages the national electricity grid, wanted to give to an initiative that has no precedents in Italy and which will further important contribution to the development of the country. “It's an internet space – explains the director of Terna's Corporate Affairs Division Joseph Lasco – accessible on www.terna.it and the result of an effort to collect and share all the information relating to the sites of large and small electricity infrastructures under construction in Italy, in which all the information is available, continuously updated, on contracts, tenders and, for the first time, too subcontracts of the work in progress. With this initiative we want, once again, to make a completely voluntary commitment to ensure ever greater safety for businesses and the community".

With simple and fast access, “Cantieri Aperti & Trasparenti” makes available to operators and citizens all the data relating to over 200 Terna construction sites currently open in Italy: this means over a thousand contracts and subcontracts, 750 companies activated and 4 thousand people involved every day for the construction of important electricity infrastructures, for an investment today in the field which overall is worth around 2,8 billion euros.

Thanks to "Cantieri Aperti & Trasparenti" everyone can have a precise and updated photograph of everything that happens throughout the country in the construction sites of the Company which, for several years now, has taken the path of a "integrated security“, in order to develop and strengthen transversal, 360-degree security that involves company resources and production processes, not only internal ones but also those relating, precisely, to contracts and subcontracts.

A plan for integrated security that has also had the recognition ofsustainable rating agency Vigeo and which was judged among the best listed companies in Europe and the US for the anti-corruption policies and measures adopted. “Security and corporate governance for Terna – continues Lasco – are synonymous with good management. Security because all the companies that come into contact with Terna embrace and share the integrated security project in all its aspects. Corporate governance because it is in the interest of our investors, who look at this combination of business security and sustainability issues".

Terna has trained the companies with which it works and which have embraced the project by deciding to be transparent and to get involved correctly. Total transparency, for the first time in Italy, also extends to subcontracting. On the latter front, in fact, every company that operates on Terna construction sites has a tool, the portal "Subcontract management", which allows the unified and homogeneous management of the authorization phases of the process and compliance with the regulatory provisions. Through the portal, a system was thus created that monitors the performance of the companies that work with Terna, i.e. the times for carrying out the work, the type of workers, personnel training, respect for the environment and budgets.  

“For the efficient management of the procurement process of external resources – concludes Giuseppe Lasco – Terna is inspired by the principles of transparency in the procedures for awarding public contracts, maximum safety for the protection of work, respect for the law and defense against attempts at illegal infiltrations through an intense and constant collaboration with the Institutions (Guardia di Finanza / Carabinieri and Police). In the phase of awarding works, services and supplies, Terna has implemented specific preventive checks in all procedures.

From this point of view, the agreement with the Guardia di Finanza has led to the development by Terna of an IT portal called "Subcontract Management" which allows dedicated and confidential access to the information of interest guaranteeing timeliness, confidentiality, traceability and integrity of data. A system that puts Terna at the forefront in terms of fraud prevention and criminal infiltration in tenders”.
