Telecom, here is the regulation on the golden rule to defend the network

Tomorrow the regulation on the "new golden share" should pass to the Council of Ministers, to be issued in implementation of decree 21/2012 - The Presidential Decree identifies all strategic assets in the energy, transport and telecommunications sectors, for the possible exercise of special powers by the state.

The government tries to give a first signal to defend the telephone network after the Telco-Telephone operation. And it does so with the Presidential Decree for "the identification of strategic assets in the energy, transport and communications sectors". The regulation on the so-called new golden share, to be issued in implementation of decree 21/2012, should pass tomorrow in the Council of Ministers.

The Presidential Decree identifies all the strategic assets in the energy, transport and telecommunications sectors, if any exercise of special powers (the former golden share, revised in the light of the new European dictates) by the State.

The draft is in four articles. The first articulates and regulates assets of strategic importance in the energy sector; the second the networks and plants of strategic importance in the transport sector; the third concerns communications. The government's exercise of special powers may apply in the case of “networks and equipment used for the provision of access to end-users of services covered by universal service obligations”. Among other things, this includes "dedicated devices, even where the use is not exclusive, for connectivity (voice, data and video), security, control and management". In short, the universe of the Telecom network seems widely understood. In addition to the networks serving the Public Administration and Joint Forces, mention is also made of "the access network to the public telephone network at a fixed location, even in the case of connections established through wholesale, shared or Wlr unbundled access services, in copper and fiber ”.
