Furthermore, the last CDM before the summer break also gave the green light to the omnibus justice decree which contains the new rules on fires and the reorganization of the Ministry of Culture.
These days, the decree – composed by 34 articles – has caused a lot of discussion, above all for the vastness of the topics addressed, a real "mapping" with everything and more inside. But what will change with the approval of the decree? Here they are main new features.

The CDM has also established that metropolitan cities, capitals and municipalities hosting international airports can announce the extraordinary competition, up to a increase of 20% compared to licenses existing ones, open to new operators, with a faster and simpler procedure, compared to the previous regulatory framework. The hypothesis of cumulation of definitive licenses is excluded. Similar simplifications and accelerations are on the way for the procedures relating to temporary licenses, which can be extended for two years. For the purchase of the taxis necessary for the exercise of the new licenses, the eco-bonus is expected to double, the same benefit is also recognized to NCCs. Finally, the instrument of double driving to deal with tourist peaks is de-bureaucratized.
Taxi drivers have always been against making the sector more flexible and liberalized, and for this reason they are already ready to call a strike.
Golden power gets stronger
Finally, the asset decree approved by the Council of Ministers contains rules on the subject of Golden power to monitor the transfer abroad of particularly critical technology, even when this transfer takes place intra-group. Now the exercise of special powers is authorized when the acts and operations concern artificial intelligence, machinery for the production of semiconductors, cybersecurity, aerospace, energy storage, quantum and nuclear technologies.
