Il cabinet has definitively approved the legislative decree which introduces some news: simplification for freelancers, new incentives for technological agriculture and eight per thousand reform, allocating funds not chosen by taxpayers to projects against addictions. In addition, the Government has strengthened the development policies for the South Italy, with particular attention to territorial cohesion and investments. However, sled the introduction of the so-called “Christmas bonus” and the expected Intermediate rate adjustment of Irpef, which was to go from 35% to 33%. The final decision on these measures will depend on the available budget and the biennial preventive agreement.

Irpef and Ires: what changes for professionals?

The decree mainly affects two fundamental taxes: thePersonal income tax, which concerns the income of natural persons, and theIRES, corporate tax. The main goal of the reform is to simplify and modernise the tax system, reducing bureaucracy. For freelancers (such as lawyers, doctors and architects), the reform simplifies tax rules, bringing them closer to those of businesses.

For the workers employees, tax deductions for contributions paid to the National Health Service Supplementary Funds are expanded, which will no longer contribute to the formation of income up to 3.615,20 euros. This exemption will also be extended to dependent family members. Furthermore, fringe benefits will no longer contribute to taxable income, up to the limit of 258,23 euros.

Since 2024, the capital gains deriving from the sale of shares in professional companies will be treated in a similar way to those of business income, applying the principle of all-inclusiveness. Ordinary and extraordinary maintenance expenses will also be deductible, with new rules for mixed-use assets. Tax neutrality measures will also be introduced for reorganization operations such as mergers and transformations. In addition, professional firms will be able to merge under a tax neutrality regime.

Eight per thousand: where does the money not chosen by taxpayers go?

Another key point concerns theeight per thousand, the share of taxes that taxpayers can allocate each year for religious or social purposes. Starting in 2023, the eight per thousand portion not chosen by taxpayers will be used to finance projects for the addiction recovery, with particular attention to those from drugs and alcohol. An innovative measure that allows a sum that would otherwise have remained unused to be used to support those in difficulty. In 2023, the share not chosen by citizens amounts to 63 million euros, of which approximately 10 million have already been allocated to 33 recovery projects, while the remaining 53 million will be used for new initiatives.

Agriculture chapter

Another innovative aspect concerns theagriculture. The decree provides incentives tax for the crops technologicalsuch us vertical farm (where plants grow vertically, without soil) and the hydroponic cultivation (where plants are fed with nutrient solutions in water). These modern agricultural practices are being rewarded for promoting more sustainable and innovative agriculture.

Measures relating to the South

On the political front, the decree includes measures relating to Southern Italy. Giorgia Meloni, the Prime Minister, has decided to personally focus on policies for the South, one of the most fragile and least developed areas of the country. She has entrusted Minister Tommaso Foti with the delegations for European affairs, the implementation of the PNRR (National Recovery and Resilience Plan) and territorial cohesion, but has reserved the coordination of policies for the South. This means that President Meloni will closely follow all the initiatives aimed at reducing the gap between North and South, focusing on incentives, infrastructure and investments.

Finally, a small novelty concerns the'public administration: the Council of Ministers has started the procedure to appoint Mario Pepe as president of the Covip (Pension Fund Supervisory Commission).
