Tax, Election day, third mandate for the mayors of smaller municipalities, influencer node and transparency of charity, welfare and cybersecurity. Here is what the Council of Ministers chaired by the Prime Minister decided today Giorgia Meloni. As for the vote, on June 8th and 9th, therefore, voters will be asked to express their opinion both for the renewal of the EU bodies and for the administrative bodies.

Election day and third term for mayors: which municipalities?

Green light from the Council of Ministers to the law decree for theElection day, which fixes the European elections to 8 and 9 June with the possibility of merging Administrative e Regional. With the provision, the limits for the mandates of the mayors of small municipalities also change: between 5 thousand and 15 thousand inhabitants the third mandate can be reached, below 5 thousand the limit is eliminated. As for the polling stations, the Minister of the Interior, Matteo Piantedosi, announced a "higher attendance fee for the
staff employed at polling stations. Over the years - explained the owner of the Interior Ministry - we are in fact recording an ever decreasing economic attractiveness of this function and an ever decreasing participation which we are often forced to remedy with emergency measures in the last few days".

Welfare, the assistance allowance for the elderly arrives

A universal benefit is arriving on an experimental basis from 1 January 2025 to 31 December 2026, subject to care need for the support of home care and personal autonomy of children non self-sufficient elderly. The INPS identifies the state of very serious healthcare need on the basis of the health information available in its archives and the indications provided by the commission. The legislative decree discussed today in the Council of Ministers provides for this.

The universal benefit can be provided in the form of a monetary transfer and personal services. The care allowance, equal to one thousand euros per month, is aimed at remunerating the cost of care and assistance work carried out by domestic workers with personal care duties holding an employment relationship compliant with national collective agreements in the sector. The universal benefit will be provided by INPS and is recognized, upon express request, to non-self-sufficient elderly people who meet the following requirements: a chronological age of at least 80 years; a very serious level of care need; an ISEE for subsidized social and health services not exceeding 6.000 euros.

Tax authorities, green light for the two-year agreement

The Council of Ministers has definitively approved the legislative decree on the assessment, which among other things also contains the agreed biennial estimate for VAT numbers. “The one approved today – said the Deputy Minister of Economy Maurice Leo during the press conference at the end of the Council of Ministers - it is the seventh implementing decree of the tax reform. The measure passed is structured in two parts. The financial administration will not be able to issue the act without prior discussion with the taxpayer, who will be able to formulate his observations and if the administration does not agree with them, he must justify them". “The other important issue concerns – he added – the biennial preventive agreement, which concerns over 4 million taxpayers. In the world of VAT numbers we have those who apply synthetic indices of fiscal reliability and then flat rates. A proposal will be made to these subjects by the financial administration in order to enable them to escape from the world of incorrect tax relations. Taxpayers will be able to join the proposal by October 15th."

Influencers and charity, what the "Ferragni bill" says

Five articles which set out the information that manufacturers are required to provide on beneficence, the methods and times of communication to the Market and Competition Authority, and the sanctions - from 5.000 to 50 thousand euros up to the suspension of the activity - in case the new rules are not respected.

According to the outline of the bill containing provisions regarding destination for the purpose of charity of proceeds deriving from the sale of products, examined by the Council of Ministers, producers or professionals must report "on the product packaging" the "recipient of the proceeds of the charity; the purposes for which the proceeds of the charity are intended; the total amount allocated to charity, if predetermined; or, if it is not, the percentage share of the sales price or the amount allocated to charity for each unit of product".

“Producers and professionals provide indications – it is underlined – also in the context of commercial practices and in particular in commercial communications, including product advertising. The same obligation is envisaged for subjects who carry out product advertising activities".

“Before putting the products on sale – it continues – the producer or professional communicates to the Competition and Market Authority: the information” on the charity and “the deadline within which the payment of the amount intended for the charity will be made” . “Within three months of the expiry of the deadline” the “payment of the amount intended for charity” must then be communicated to the Competition and Market Authority. “Anyone who violates the provisions”, it is stated, “is punished with the administrative fine from 5.000 to 50.000 euros.

“The Competition and Market Authority publishes, also in extracts, the sanctioning measures adopted on a specific section of its institutional website, on the website of the producer or professional recipient of the sanction, in one or more newspapers, as well as through any other means deemed appropriate in relation to the need to fully inform consumers at the care and expense of the producer or professional - it is added -. In case of non-compliance with the provisions of this paragraph, the Authority applies a administrative fine from 5.000 euros to 50.000 euros.

The extent of the sanctions is determined, in each individual case, by referring to the list price of each product and the number of units offered for sale. In more serious cases the sanction is increased by up to two thirds. In less serious cases the sanction is reduced by up to two thirds. In case of recurrence of the violation, the suspension of the activity is ordered for a period of from one month to one year".

Cybersecurity, crackdown on hackers

The Council of Ministers also gives the green light to the bill that introduces a crackdown on hackers and more generally on crimes related to cybersecurity.
