House taxes: mortgage, cadastral and coupon taxes rise

The scheme of the maneuver even provides for tripling the mortgage and cadastral tax - The increase will instead be 25% for the rate on the dry coupon on rents at the agreed fee

House taxes: mortgage, cadastral and coupon taxes rise

An increase is coming house taxes, but the burden does not concern the Imu or the Tasi. The Budget planning document just launched by the government, which contains the scaffolding of the 2020 maneuverexplicitly provides for an increase in mortgage taxes.

They are set to triple – by 50 150 in euros each – mortgage and cadastral taxes on real estate transfers subject to registration tax (first home and other properties).

However, "in order to equalize the tax levy of these taxes on real estate transfers - reads the Budget Planning Document - provision is made for the reduction from 200 euros to 150 euros for each tax on property transfers subject to VAT (first home and other properties)".

THEmortgage tax you pay for transcriptions, registrations, renewals, cancellations and annotations in the public real estate registers, formalities that are completed following real estate sales, successions, donations and when mortgages or real rights of use are established.

THEcadastral tax however, it is due every time a cadastral transfer is made following assignments, successions, donations or the establishment of mortgages and real rights (such as usufruct).

Unlike the registration tax, which is paid in proportion to the value of the deed to be registered, the mortgage tax and the cadastral tax provide for a fixed outlay, which, in fact, risks tripling.

But it's not over. The government has also planned a rise in the rate on the dry coupon on rents at an agreed fee, which will increase by a quarter as you pass by 10 12,5% to%. However, we recall that, in the absence of legislative interventions, the dry coupon would have expired at the end of 2019: the objective is therefore to confirm it and make it structural, but with a less advantageous levy than in the past.

According to the president of Confedilizia, Giorgio Spaziani Testa, this measure is “a sensational own goal. The coupon on controlled rents is a social measure, shared by political forces, tenant unions, operators and experts in the real estate sector. In these six years of application it has guaranteed an extensive housing offer, promoting the mobility of workers and students in the area. Furthermore, as the note updating the Def points out, the coupon has led to an unprecedented reduction in tax evasion in leases".
