It was not exactly a triumphal welcome that the political, institutional and social forces have reserved for the improvised VAT proposal launched by Prime Minister Giuseppe Conte at Villa Pamphili at the conclusion of the States General.
Conte's idea selectively cut VAT rates to try to boost consumption it was only liked by his supporters of the Five Stars and Matteo Salvini's League. Conditional approval even by Confcommercio which fears it could be a reduction only on time.
Ma the most resounding rejection was that of the Bank of Italy: Governor Ignazio Visco, speaking at the Accademia dei Lincei, told the premier clearly that instead of a shortcut on VAT, the country needs something else, namely an overall reform of the tax system, which Italy has been waiting for for years .
Even the industrialists were not kind to Conte and they sent him to say that the reduction in VAT is "no use" today because it is not the first move useful for producing a real relaunch of the Italian economy.
Politically it is clear rejection of the Democratic Party and Italia Viva, who would prefer the cut in the tax wedge, while the Minister of Economy, Roberto Gualtieri, has made it clear that he does not like it and, while not disavowing the premier, is preparing to curb the reduction in VAT which would weigh even more plus the public deficit and which would require a new authorization from Parliament with the blessing of the opposition.
