Superbonus: stop at 110%, from next year funds for energy efficiency

Nothing more 110% super bonus, from next year we will change the system. In 2024 the funds arrive of the Pnrr for theenergy efficiency in homes, especially in condominiums and for families in more disadvantaged economic conditions.

The government, through an aradically different approach, intends to overcome the critical issues and distortions generated by the Superbonus. Instead of financing the works through tax deductions, it is expected that the energy services company (I go out) carry out the works directly based on an agreement with an operating partner, which the government will have to identify to coordinate the operation.

From the revision of the Pnrr proposed by the government and approved by the Commission, they were destined funds for a total of 1,38 billion euros.

460 million destined for the poorest families

A third of the resources, equal to 460 million euro, will be intended for the energy efficiency of condominium apartments for the poorest families.

Starting in 2024, the tax deductions for the works will be reduced by 70%, and benefits such as the invoice discount and credit transfer will be eliminated, making the old Superbonus practically inaccessible for low-income families. A situation that also makes work on the other real estate units of the condominium impossible.

The new system, which will come into operation in early 2025, will face additional challenges, as thetax deduction rate on the works will drop to 60%.

The government will have to define the financial mechanism, the intervention criteria and select an "operational partner" by the middle of next year.

The new incentives

The new incentive system for energy efficiency and seismic safety it provides for the provision of resources in the form of guarantees, loans or subsidized rates which will be forwarded to the energy service companies (ESCOs) responsible for carrying out the interventions.

According to the agreements with the European Union, the final decision on the investments to be financed is expected to be taken by a committee composed of independent members from the government.

The final vote on the “Green House” will be held on December 7th

Despite the end of the 110% era, the commitment to the European objectives of reducing energy consumption remains unchanged.

December 7th is scheduled final vote in Parliament European on “Green Homes” Directive, which requires Member States to improve energy efficiency of the least performing properties, around five million in Italy.

The 110% Superbonus allowed the renovation of only 430.000 properties, with a significantly high cost, estimated at 92 billion euros by the end of October. In condominiums, by the end of the year, livories worth 13,1 billion of Euro. For those who will be postponed until 2024, the tax deduction will decrease from, in fact, 110% to 70% with condominiums forced to pay the difference. A situation that will generate numerous disputes between condominiums and builders who are still hoping for an extension. But the government does not intend to go back on its steps; a possible extension of the 110% Superbonus for works in progress would lead to a increase in the deficit in 2024 of at least one more dozen billion, equal to the value of the tax wedge cut. Without considering the problem of 110% credits that no one buys anymore.
