The 110% superbonus (which includes ecobonus and sismabonus) will be extended beyond 2021, but it cannot be eternal, because its impact on public finances is really heavy. Economy Minister Daniele Franco said this on Wednesday during a parliamentary hearing on the Update note to the Economic and Financial Document (Nadef).

“Super bonuses are very important for restarting the construction sector – argued the number one of the Treasury – In the budget law we are evaluating how the whole set of interventions, 50, 60 and 110%, can be extended. But the 110% instrument cannot be structural because it is very expensive: there is a risk of a stratospheric effect on public accounts".

According to the latest Enea data, in all the investments eligible for the 110% Superbonus amount to 7,5 billion euros (+1,9 billion in September alone), of which 5,1 have already been made.

LAND REGISTRY: WE MAPP AND FROM 2026 THOSE WHO WANT TO USE IT

However, the most thorny issue from a political point of view is the reform of the land register. The League is against the revision of the estimates and, in controversy on this point, deserted the Council of Ministers on Tuesday dedicated to the tax reform. Franco, however, goes straight, explaining that the land registry reform "is a mapping exercise that will be made available in 2026" and "has no immediate effect. In 2026 it will then be used by those who want to use it". Now it is only needed "to understand the state of our real estate assets".

GDP +6% IN 2021, BUT BEWARE OF THE RETURN OF COVID

As for GDP, the minister recalled that “all forecasters are revising upwards the estimates of Italian economic growth” and “I think there is a valid consensus on 6% at the moment. The third quarter also seems to have gone very well: we indicate an estimate of 2,2%”.

However, "in formulating forecasts" for this year and next in the Nadef, Franco added, "we assume that there are no new restrictions on economic activities and the movement of people". If, on the other hand, “the pandemic regains strength, it must be clear that this picture would be at risk. Let's always keep that in mind."

MORATORIUM LOANS AND TAX PAYMENTS TOWARDS NORMALITY

Loan moratoriums are an “important issue – the minister said – we took a first step on July XNUMX by excluding interest and we have had no evidence that this has had many negative effects. An extension of guarantees and moratoriums is being discussed, but the direction is to return to normality: then with great pragmatism we need to see how to adjust the steps".

A similar argument applies to tax deadlines: “We are evaluating whether a further spread of charges can be considered, we can smooth and dilute. But even here we need to move towards a situation of normality in which all families and businesses gradually return to paying bills".
