Superbonus and tax credits, positive meeting with builders, banks, artisans and industry: the Government opens up to F24

After hail of criticism from the previous days, today, the government, Has comparison opened with the categories of the sector following the decree law (dl 11/2023) which has blocked the transfer of credits and the discount on the invoice.

At Palazzo Chigi they met members of the government with theAbi (the Association of Banks, represented by the general manager Giovanni Sabatini) with CDP (Cassa Depositi e Prestiti, in the presence of the managing director Dario Scannapieco) and with Sace (CEO Alessandra Ricci was present). Representing the executive, the undersecretary to the presidency is present Alfredo Mantovano and ministers Giancarlo Giorgetti, Adolfo Urso, Gilberto Pichetto Fratin, the Deputy Minister of Economy, Maurice Leo; the undersecretary at Mimit, Fausta Bergamot and the director of the Revenue Agency, Ernesto Maria Ruffini. The government then met the heads of the trade associations: Reeds, Confindustria, Confidentiality, Confapi e Alliance of Italian Cooperatives, Cna e Confartigianato.

Il Prime Minister Meloni, reiterated the honesty of the stop declaring in a video message that "The superbonus cost 2000 euros to every Italian" while the deputy minister Rixi extends a hand declaring “The government wants to meet the payment to the companies”. Meanwhile, the government's actions are also supported by the opposition with the opinion of the independent senator in Pd share, Carlo Cottarelli who defended the premier's choice: "Supporting the construction sector is right but with the 110% Superbonus it was exaggerated, Meloni made the right choice".

Requests to the government

THEReeds, the National Association of Builders, has estimated that i watchdog tax creditsthe real estate bonuses amount to 15 billion. The immediate need is the liquidity crisis involving thousands of companies: “I expect to listen to our proposals and very rapid responses because there is no more time. We have put forward a proposal for the release of past credits and a sustainable and stable proposal for the future", said the president of the ANCE builders Federica Brancaccio.

For the president of Unimpresa, Giovanna Ferrara “Among the various solutions proposed in recent weeks, there was the one, later shelved, of involve municipalities and regions that with their financial companies they could have bought the surplus tax credits from the banks", adding that with this measure "the local authorities would have had a formidable earning opportunity, because they would have bought the credits at a discounted price, for example between 90 and 95, and then the full value, i.e. 110, was collected by the central state: the government would in fact have financed mayors and regional presidents".

Antonio Patuelli, president ofAbi, “it would be unthinkable to stop all building incentives right now that an EU directive is asking us for green houses. Indeed, it is the right opportunity to cross-reference two problems and make them useful for the country” but – he explains – we need to “give certainty of the law and revitalize the circulation of these credits, because the banks have lists of waiting customers”.

The president of the business association Cifa Italy, Andrea Cafa agrees with the government's decision but calls for an "immediate measure to release problem loans".

La National Crafts Confederation (Cna) asks for three priorities: the first, on the issue of tax credits that companies are unable to sell, it must be "necessary to activate any tool to empty the tax drawers of companies"; the second priority is "the chaos caused by the latest government decree which cancels the option of assigning credit"; the third is "the launch of a table for the reorganization and stabilization of incentives for energy efficiency and the safety of residential properties also in the light of the new European directive on housing".

Two proposals on the table

Due are the proposals on the table presented to the government: the offsetting through F24 to be presented in the bank or the securitization of tax credits. But what they consist of these assumptions? The first goes through the compensation of taxes paid by citizens in the bank with the F24 models: a percentage of these, perhaps 1% or 5 billion, would be withheld by the banks and used to pay businesses. The second is to securitize the credits, i.e. the banks would sell them to financial companies which would then recover them from the state.
Una third option could be that of a involvement of Cdp and Sace who could buy the now blocked tax credits from the banks.

Positive meeting, the government opens to f24

"Openings and reassurance by the government to the release of previous credits also through the use of F24″ are the first statements from the companies at the end of the meeting showing the government willing to open up to F24 for the release of credits. The companies said they were "satisfied" with the meeting but ask for quick times to find solutions.

"A positive encounter, to solve a problem that we craftsmen hold dear because we have many companies in great difficulty. There is concern on the subject of the transfer of credits which is vital for us, many of our companies are dramatically in a situation of extreme difficulty" said the president of Confartigianato, Marco Granelli, at the end of the meeting with the government.

Satisfaction from theReeds"We are satisfiedi, we found a frank discussion, an openness and also a great awareness on the part of the government that past credits must be released and therefore an openness on the F24 which was one of the measures proposed by us” declared the president of Ance, Federica Brancaccio.
The government has every intention of “far deflate this bubble which is putting us in a situation of serious liquidity crisis": these are the words that the Minister of Economy would have said, Giancarlo Giorgetti.

Giorgetti, would have indicated the willingness to intervene through the banks with the compensation mechanism with F24.

Unions: the proposals for the release of debts are good

In a joint statement i three secretaries of the main sindacati of construction, Enzo Skin (Filca-Cisl), Vito Panzarella (Feneal-Uil) e Alessandro Genoese (Fillea-Cigil) have expressed their opinion opinion on the proposals presented to the government by the associations and the banks: positive are "the request to give an immediate response to the approximately 15 billion euro 'stranded' by authorizing the payment of the F24 by the acquiring banks. banks, who have benefited from the incentive system and now have to make a further effort raising the bar, to give liquidity solutions of businesses. Well also the proposal of a active role di CDP need Sace. The other solution could be the credit securitization“. For the trade unions, the need to “di guarantee and keep too for the future the reliefs for low incomes (Isee up to 30 thousand euros), condominiums and incompetent (about 7,8 million Italians) who, otherwise, would have evident difficulties in advancing 100% of the sums or, if incompetent, in enjoying even the deductions”.
Labor unions that show open to dialogue “On these and other proposals we are ready for an all-round discussion, to make work and the environment safe” despite their absence at the negotiating table.

Before making any decision, the government will wait for the opinion definitive of Eurostat (coming Wednesday), to find out which criterion will be used to calculate tax discounts for public accounts.
