A new intervention against high bills and "targeted corrections" to the Sostegni-ter sul decree Superbonus to make it possible to transfer credits multiple times again (but only under certain conditions) and thus prevent construction sites from blocking. These are the measures on which the government is working and which should flow into a provision to be approved next week in the Council of Ministers. The confirmation comes from sources in the Executive. The details are still to be clarified, starting with the container, which could be a single decree or two separate texts.

Superbonus: more transfers but maintaining the anti-fraud rule

On the Superbonus front, the goal is remove the limit on credit transfers between institutions supervised by the Bank of Italy and within entities belonging to the same group. In this way, the risk of blocking construction sites would be removed, while at the same time safeguarding the spirit of the anti-fraud law included in the Sostegni-ter decree.

The problem arose because the end of the free exchange of credits not has reduced only the possible scams, but also thereto an audience of banks and financial companies willing to buy the credits themselves. And if the bonuses become impossible to sell, many citizens would be forced to set aside the planned works thanks to the Superbonus. Not to mention that, in some cases, the situation is made worse by the fact that construction sites have already started. 

Political pressing

Above all, the intervention on Sostegni-Ter was solicited Movement 5 Stars e Alloy. “As a government we must intervene immediately with a corrective decree and with an extension of the 110% Superbonus measure for single-family homes, given the two months of stoppage suffered. I will bring this issue to the next CDM ”, wrote the Minister of Agricultural Policies, Stefano Patuanelli (M5s) in a post.

Along the same lines Matteo Salvini: "At the next Council of Ministers, under a strong push from the League, a revision of the limits of the transfer of credit that is blocking the construction sector will be on the agenda - said the Northern League leader to Radio Libertà microphones – Avoiding scams yes, blocking the crafty eco-bonus yes, but without leaving all the respectable companies, families and condominiums that have started the work in abeyance”.
