The new rules come into force on December 6. What can vaccinated and healed do? What will be allowed with the swab alone? What about transport restrictions? Here are all the answers

Here comes the super green pass. From Monday 6 December the restrictions established on 24 November by the Government to contain the increase in infections from Covid-19 will come into force.

The new rules and the new bans, which will be in force until January 15, mainly concern unvaccinated citizens who no longer have access to a number of places and services. The decree approved by cabinet in fact, it establishes the introduction of the so-called super green pass or enhanced green pass. 

THE TWO TYPES OF GREEN PASS

Citizens who have been vaccinated for less than nine months (the validity of the certification has dropped from twelve to nine months) or recovered from Covid-19 for less than six months can obtain the super green pass. Attention, with the third dose the countdown starts again: therefore those who completed the first vaccination cycle at the beginning of the year, but have recently received the third dose, have obtained the extension of the certification. Practical example: for those who underwent the recall in November, the super green pass will be valid until August 2022.

On the other hand, those who have not been vaccinated and have not had the coronavirus recently cannot obtain the enhanced green pass, but can have the "basic" green pass by taking a swab, both molecular and rapid, in the 48 hours preceding the event or activity you want to participate in. 

The fundamental difference between the two types of certification lies in the fact that citizens who have not been vaccinated since Monday are subject to greater restrictions, even if they have a negative Covid-19 test.

The Ministry of the Interior, through a circular released on the evening of 2 December, clarified the scope of the new rules, explaining when and where it is necessary to use the super green pass and when the "basic" one is sufficient. 

BASIC GREEN PASS

Let's start from the most important point: in the workplace, i.e. offices, factories, companies and so on, you need the basic green pass. In this case, therefore, nothing changes compared to the past: you can go to work with a negative swab carried out in the previous 48 hours. 

The basic green pass is also sufficient to participate in civil and religious ceremonies such as weddings and baptisms, to enter hotels and accommodation facilities and have lunch in the relative restaurants, to use the changing rooms and showers for sports activities. The basic certification also gives access to company canteens, exhibitions and museums. 

These rules are valid in the white area and in the yellow area.

TRANSPORT: FROM PLANES TO BUSES

Transport deserves a separate chapter. In fact, with the new rules, the basic green pass is not only necessary to use long-distance transport, such as planes and high-speed trains, but also to access regional and inter-regional rail transport and local public transport. Random checks will be carried out to verify that everyone respects the rules on buses, trams, subways and trains. The personnel of the local public transport companies will take care of it, together with the police patrols, on the basis of a specific plan prepared by the public order and safety committees. The checks will be carried out through the updated version of the app Verification C19, which also allows you to check whether the citizen has a basic or enhanced green pass.

WHERE YOU NEED THE SUPER GREEN PASS

From 6 December, the super green pass is instead required to access shows, cinemas, theatres, sporting events (including matches in the stadium or sports hall), to consume at a table in a bar and in indoor restaurants without restrictions on number of diners, to participate in public parties and ceremonies and to go to the disco.

ORANGE ZONE AND RED ZONE

The rules set out up to now apply in the white and yellow area, i.e. for the moment throughout Italy. With three differences. In the yellow zone, the strengthened green pass came into force as early as November 29, but especially in this area, the mask is also mandatory outdoors. However, it must be taken into consideration that in many cities located in the white area, the municipal administrations are issuing ordinances that extend the obligation to wear a mask even outdoors. Third fundamental difference: in the yellow zone the new rules will remain in force even beyond January 15, a deadline that applies instead in the white zone. 

Given the worsening epidemiological situation, it is worth knowing the changes that take place when you enter the orange and red zones. 

In the orange zone, unlike previously expected, businesses remain open, including bars and restaurants. However, access is only allowed to citizens in possession of a super green pass. The latter can also move outside their own municipality and region. Those who have the basic green pass are prohibited from making the same journeys, unless they are motivated by work, necessity or urgency.

In the red zone, on the other hand, we go back to the rules we have already experienced. The activities close and it is forbidden to move outside the municipality without work, need or urgency reasons.
