The contract renewals of public employees are all uphill, for which the Government allocations envisaged by the budget maneuver are reduced to a few crumbs

Little more than a tip for state contracts: an average gross 10 euros more in the paycheck. This is the average gross increase per person envisaged by the Government for the renewal of public employee contracts, for which 1,1 billion euros have been allocated in the budget.

It would seem a considerable sum but it is not because a large part of the one billion and 100 million euro budgeted by the Government's economic maneuver is already booked by obligatory expenses such as the equalization element, the contractual holiday allowance and the supplementary funds for the operational activity on the road of police and firefighters. Only 330 million euros remain on the table for 2019, 465 for 2020 and 815 for 2021.

On balance, therefore, in the contractual negotiations the Government is not able to offer more than 10 euros on average gross for each of the civil servants. With how much satisfaction of workers and trade unions you can easily imagine. Without forgetting that the negotiation for the contractual renewal of the 150 public managers is stalled, especially for doctors.

But the conditions of public finance are what they are and it is unlikely that the Government, which is already in the sights of the European Commission for having raised the ratio between the public deficit and GDP to 2,4%, will be able to widen the purse strings. Especially since the renewal of the state will also affect the contract of employees of local authorities, regions, universities and health where other workers are employed for a total of 1,4 million and especially as the extraordinary hiring envisaged in public administrations will raise further the labor costs of the public sector.
