The final signature has arrived at National contract for central public functions employment that will bring increases and important changes for 193 thousand public employees. Among the upcoming changes, in addition to average increases of 6%, more favorable rules on smart working, a short four-day week and meal vouchers even on agile working days stand out.
After the green light from the Court of Auditors, the 2022/2024 renewal has been signed on the morning of January 27th at Aran: Cisl, Flp, Confintesa and Confsal Unsa said yes, while the opposition, already expressed in the past months, of Cgil, Uil and Usb was confirmed. The majority, however, exceeded 54%. and so the final green light has arrived.
State Contract: The Beneficiaries
The renewal concerns approximately 193 public employees between ministries, tax agencies and non-economic public bodies such as INPS, INAIL, ACI.
The upcoming increases for state employees
According to the expected four, they will arrive average increases of 6% on the pay slip, corresponding to 165,85 euros gross per month for thirteen months. The increases vary according to the function: 121,40 € for operators, 127,70 € for assistants, 155,10 € for officials, 194 € for the highest professional levels, the executives created by the previous national agreement and now being trained, at different rates, in the various administrations.
As regards careers, the contract extends the possibility of making a career move until 30 June 2026. economic progressions valorising experience, in derogation of the qualification requirements introduced by the new system.
State contract: smart working made easier
Greater flexibility and discretion for individual administrations based on organizational needs and staff characteristics. smart working in short, it becomes easier and in the supplementary contracts it will be necessary to "facilitate smart working for workers who find themselves in conditions of particular need": health, assistance to disabled family members and protection of parenthood. Smart working will also become an important conciliation tool for new hires, if they are resident in another region, or for those over 60, with the new institute of Age management. According to the forecasts of the Flp union, smart working will increase on an annual basis by 30%, while the Smart Working Observatory of the Polimi predicts that in the Public Administration, smart working employees will increase from approximately 500 thousand in 2024 to 605 thousand.
Meal vouchers also for those who are smart working
An important piece of news concerns the food stamps, which until now were granted only for days of in-person work and not for days of agile work. The new contract establishes that tickets can also be provided to those who work in smart working.
The 4-day work week
The Italian public administration will be able to experience the four-day work weeki, which can however be started as long as the "ordinary working hours of 36 hours per week" are maintained unchanged. Translated: more hours will be worked (9 plus lunch break), but one day less. Not only that: the "level of services provided to users" must be guaranteed. counters, in short, they will not be able to remain closed one more day a week.
Permits, protections and right to study
They are Permits for specialist visits and exams have been extended. Also planned is the increase from 18 to 20 hours of paid leave for medical visits for over 60s. Finally, there will be greater protection in the event of serious illness with the treatment of absences for medical visits, outpatient visits, post-surgery convalescence being treated as sickness.
Finally, regarding the right to study, even temporary staff will be able to benefit from the contractual regulations.
