State: tax visits, layoffs, hiring and bonuses. Here's what changes

Important news coming for state employees. The Council of Ministers definitively approved the Consolidated Law on Public Employment and the provision on productivity bonuses, the last two implementing decrees of the Public Administration reform by Marianna Madia.

There are many changes that will come into force in the near future thanks to measures regarding the hiring of precarious workers, dismissals, tax visits, etc. Here is a brief guide to the main news.

LAYOUTS

State employees could be fired if they violate the codes of conduct in a "serious and repeated" way. Not only that: the dismissal will also trigger for a poor performance caused by repeated violation of the obligations for which sanctions have already been received or if they will receive "negative evaluations" for three consecutive years.

In general, the new disciplinary code provides for 10 valid cases for dismissal (previously there were six). In addition to those indicated above, there are in fact the famous rules on cheating on the card, unjustified absences, false declarations aimed at obtaining positions and promotions.

TAX VISITS

Starting from next 1st September, the fiscal visits of the state will pass to the INPS. The matter will be governed by a new agreement and by a decree through which the hours of availability of public employees will be aligned with those in force for private employees. Workers must therefore be available seven days a week, from 10 to 12 and from 17 to 19.

PRECARE RECRUITMENTS

The precarious can finally be stabilized. Based on the provisions, workers who have carried out at least three years of activity in the last eight years, even in more than one administration, will finally be able to be hired within the 2018-2020 recruitment plan.

The three-year requirement can be completed by 31 December 2017. Recruitment can be direct for those who have participated in a competition, while it will come through a call for all the others, who however will be able to count on a reserve of half of the places available in competition.

PRODUCTIVITY AWARDS

The three productivity bands established by the Brunetta law to obtain bonuses retire without ever having been applied. Under the new rules will come the "performance evaluation" of the entire office in terms of services rendered. Parameters and objectives will be set by negotiation.

CONTRACTS, GREEN TO RENEW

"Now we have what it takes from a regulatory point of view" to "reopen the contractual season", finally announces the minister. "The two approved decrees will allow me to give the directive to Aran".
