Stalemate on electoral reform, the Senate rejects the double round

Stalemate again on farewell to Porcellum. The agenda presented by Pd, SEL and Civic Choice to propose the double round of coalition in the reform of the electoral law was rejected by the Constitutional Affairs commission of the Senate. The votes in favor were 11 votes in favor, 10 against (Pdl, Lega and Gal). The four abstentions (which in the Senate count as a vote against) from the grillini and the group for the Autonomies were decisive.

The other agendas on electoral reform were those of the Five Star Movement (which proposes a Spanish system with preferences) and the League (which wants the return to the Mattarellum as a safeguard clause and would have the support of SEL and Civic Choice), but the leader of the Pd senators Luigi Zanda asked to suspend the vote. 

A Commission Bureau will be held next Wednesday in which the next steps on the measure will be established. Meanwhile, Matteo Renzi has announced a new proposal on the electoral law by 8 December, the day of the Pd primaries. 

Five days earlier, however - or on December 3 - the Consulta could rule on the constitutionality of the Porcellum. And the Head of State has repeatedly asked the parties to find an agreement before this deadline. At this point it cannot be ruled out that the Government may take a direct initiative: Prime Minister Enrico Letta has risen to the Quirinale and may have addressed the issue with Giorgio Napolitano. On Monday the Premier had hypothesized an intervention by the Executive at the request of the Chambers.
