Stability: 1,4 billion more to Municipalities and Provinces

Green light in the Senate a an increase of 1,4 billion euros in the resources allocated to Municipalities and Provinces in the Stability Law. The Budget commission of Palazzo Madama has approved the amendment of the rapporteurs on the internal stability pact, defined after an agreement between the Government and the majority.

In particular, one billion will come from a relaxation of the pact, while 400 million are linked to minor cuts for municipal administrations.

The agreement between the parties and the government therefore envisages that the cuts to the Municipalities contained in the latest maneuvers will be reduced by 250 million. The revision of the Stability Pact will guarantee another 800 million, of which 20 for the municipalities that have adopted the consolidated budget and 180 million for administrations with fewer than 5 inhabitants.

To these resources will be added 150 million to increase the dowry of the Solidarity Fund, which serves to guarantee essential services in smaller municipalities. In addition, the lower budget constraints guarantee the provinces 200 million. On the other hand, the 1,5 billion lower transfers to the Regions remain confirmed.

Also approved in the Senate the extension to save the temporary workers of the public administration, which will thus remain at work until next July 31st. In fact, the Budget Committee has given the green light to an amendment by the rapporteurs to the stability bill to guarantee expiring contracts.

“Public administrations – reads the text – can extend fixed-term employment contracts, existing on 30 November 2012, which exceed the limit of 36 months including extensions and renewals or the different limit set by national contracts, up to and no later than 31 July 2013, subject to a decentralized agreement with the trade union organisations”. 

In the meantime, the arrival in the Senate chamber for the bill will probably be postponed until tomorrow. The rapporteur Giovanni Legnini (Pd) said it on the sidelines of the work in the Budget commission. Voting in committee will resume at 16pm, but there are still around 200 amendments set aside to be considered and it is therefore unlikely that the proceedings will be completed in time for it to arrive in the plenary today.
