Movements: all the prohibitions of the new Decree

Waiting to find out which regions will change color, the Decree Law approved on Wednesday evening by the Council of Ministers extends the state of emergency until April 30, imposes new travel bans and tightens the restrictions currently in place. Let's see what the new rules are.

TRAVEL BETWEEN REGIONS PROHIBITED UNTIL FEBRUARY 15

From 16 January to 15 February, travel between Regions will be prohibited, even between those included in the yellow band. The ban is already in force and has therefore been extended for another month. The usual exceptions are foreseen: it will be possible to move for “proven work needs, situations of necessity or health reasons. In any case, the return to one's residence, domicile or home is allowed ".

VISITS: THE RULES UNTIL 5 MARCH

From 16 January to 5 March, a maximum of two people accompanied by children under the age of 14 or by disabled and non-self-sufficient people who live with them will be allowed to travel to visit relatives or friends in their private home. The move can only be made once a day, between 5 and 22 within the same Region, in the yellow area, and within the same Municipality, in the orange area and in the red area.

SMALL MUNICIPALITIES

If mobility is limited to the municipal area, citizens residing in municipalities with fewer than 5 inhabitants can cross the municipal borders for a distance not exceeding 30 kilometres, with the exception of travel to the provincial capitals.

THE WHITE AREA

The decree establishes a white area into which low-risk regions will converge and with an incidence of infections, for three consecutive weeks, of less than 50 cases per 100.000 inhabitants. At the moment, no region is in these conditions. There will be no restrictions in the white area, but you will have to wear a mask and respect the distance. Movements will be totally free and there will be no curfew. 

THE OTHER ZONES

As mentioned, travel between regions is also prohibited in Italy yellow band where, however, travel between municipalities remains permitted. Museums and shops are open (but shopping centers closed on weekends), as are bars and restaurants, which however have to lower their shutters at 18pm. It is not yet clear whether the government has decided to ban takeaways. Even in the yellow zone, the above requirements on visits must be respected. 

In orange zone the regions with a contagion index between 1 and 1,25 converge. On Friday 15 January, the Ministry of Health will decide on color changes, but in all likelihood the following will turn orange: Lazio, Piedmont, Umbria, Marche, Puglia, Liguria, Friuli Venezia Giulia, the provinces of Trento and Bolzano as well as Emilia Romagna. Sicily and Calabria already are.

Uncommon travel is prohibited in the orange zone, it is forbidden to receive more than two people (plus two under 14) at home, uncommon travel is allowed and within 30 km for those residing in municipalities with fewer than 5 thousand inhabitants. Shops open, bars and restaurants closed. 

Finally, the red zone it is forbidden to move even within your own Municipality. When you leave the house you need to have the self-certification that motivates the move. All non-essential businesses closed. According to the latest parameters, Lombardy and Sicily are at risk of returning to the red zone.
