Important news could arrive in the next few days on the travel between municipalities for Christmas and New Year. The Government is ready to turn around on the ban imposed on 25, 26 December and 1 January twigs decree of 3 December. A decision dictated by the controversies born within the majority and between the majority and the opposition, and therefore based more on political reasons than on real scientific grounds. MOVEMENTS BETWEEN MUNICIPALITIES AND REGIONS: THE CURRENT RULES

The decree approved last December 3 prohibits travel between regions, including yellow ones, from December 21 to January 6, with the exception of those who travel for work, needs and health or to return to their usual home, place of residence and domicile. It has also been established that a curfew from 22pm to 5am remains in force in all Regions. 

Ad hoc rules have been established for 25 and 26 December and for 1 January. At Christmas, Boxing Day and New Year's Eve it is not possible to travel even between Municipalities within the same Region. All stopped to avoid parties and dinners that could raise the contagion curve and bring about a third wave before the second is even over. Furthermore, on 1 January the curfew was extended by two hours, until 7 in the morning.

MOVEMENTS BETWEEN MUNICIPALITIES: THE POLITICAL CONTROVERSY

The restrictions established for the holidays have created more than one discontent both within the majority and between the government and the opposition. In fact, the political front that considers these rules "excessive" is broad. Along with the Premier, only the Minister of Health, Roberto Speranza, and that of Culture, Dario Franceschini, are pushing to keep the hard line. Instead, opposing pressures came from Italia Viva, from the Democratic Party and also from the Minister of Foreign Affairs, Luigi Di Maio. Not to mention the opposition and the Regions that have been pressing for days for the Government to retrace its steps, allowing families to get together for the holidays.

According to rumors, the prime minister is willing to give in. Not because from a scientific point of view there would be novelties that justify it, but because after the internal frictions in the Government on the reform of the Mes and on Recovery Fund, putting the majority hold "to the test" again doesn't seem to be exactly the best idea. 

MOVEMENTS BETWEEN MUNICIPALITIES: WHAT CHANGES

A meeting of the group leaders' conference convened by the president of the Senate, Elisabetta Casellati, will be held on Monday 14 December. The aim is to bring the motion of the center-right to the hall of Palazzo Madama on December 16, which plans to abolish the ban on moving between Municipalities. A proposal which, given the numbers, would almost certainly receive the green light from the Senate. 

The Government could therefore play in advance through an amendment to the anti-Covid decree or to the Ristori decree which modifies the rules currently in force. Second The Courier, Palazzo Chigi is already working on a solution that manages to get everyone to agree, but which does not imply a total "free everyone".  

The initial hypothesis, which however seems to have already been rejected, was to eliminate the travel ban only for municipalities with less than 5 thousand inhabitants. Subsequently it was proposed to lift the ban on travel between municipalities only for Christmas day. However, both measures were unanimously judged "insufficient". 

Instead, it seems more probable that in the end we will arrive at a relaxation that affects the provincial level. Speaking in simple terms: on December 25th and 26th and on January 1st it will be allowed to move within Municipalities belonging to the same Province. On the other hand, it will be forbidden to move from one Province to another and from one Region to another, it being understood that it will always be possible to return to one's residence, domicile or home. 

COLOR CHANGING REGIONS

In the meantime, work is also being done on the regional front. The new monitoring by the Higher Institute of Health is expected for this afternoon, which will once again change the "color map" into which the country has been divided on the basis of the different levels of risk. It seems certain that Lombardy and Piedmont will become the yellow zone starting from Sunday 13 December. The passage to the yellow zone of Tuscany is also possible, which however, unlike the other two Regions, may have to wait another week. After the controversy of the last few days, Abruzzo could officially become an orange zone. 

On the other hand, the situation in Veneto is uncertain, where there has been a new increase in infections in recent days. Governor Luca Zaia has signed a new ordinance, which will take effect at midnight, which imposes new restrictions. In detail, until 15 January, commercial activities will have to limit access to customers on the basis of "a parameter linked to square metres" (only one customer at a time for shops up to 40 m20 of surface area and one customer every 11 m18 . in shops with a higher surface area). The reduction of sales stalls in open-air markets is also expected. For bars and clubs “there is a stop at 10 for standing drinks in bars. After this time, until 12 pm, the services can only be used if seated in the premises". The elderly will instead be "recommended to do their shopping in supermarkets from XNUMX to XNUMX, to avoid the coldest hours". 

In Campania, on the other hand, Governor Vincenzo De Luca has decided to ban travel to second homes.
