Surprise: the PA costs us less than the French (almost half), employees -5,5% in 4 years

The Italian civil service is losing weight (-5,5% in four years) and it costs citizens less and less. The number of employees and personnel expenditure are in line with the rest of Europe and well below realities such as France and the United Kingdom. Yet the sector needs an extraordinary plan, which improves its efficiency without continuing to affect personnel without distinction, the scholars of the SDA Bocconi Observatory on change in public administrations (Ocap) will explain on Thursday 20 at the meeting "The public administration we want ” (Aula Magna, via Roentgen 1, 10,30 am).

Between 2008 and 2012 the number of civil servants decreased by 5,5% down to 3.238.474 units and expenditure for civil servants fell by 4,38% to 165,4 billion euros, or 2.717 euros per capita - slightly below the European average (2.736 euros), but well below countries of size and development comparable to ours, such as France (4.080 euros per capita) and the United Kingdom (3.260 euros). The ratio between expenditure on public employees' wages and total current public expenditure also fell slightly below the European average (24,8% against 24,9%), with a drop of almost two points from 2008.

Even more significant is the cut in the number of public managers between 2007 and 2012: -19% in ministries, -13% in regions with ordinary statute, -31% in provinces, -20% in municipalities. Another positive note is the feminization rate of the public administration, well above that of the private sector, even at management level. Between 2007 and 2012, female executives increased from 35,3% to 39,49% in the municipalities, from 26,44% to 31,07% in the provinces, from 30,18% to 36,31% in the regions with ordinary statute and from 34,47% to 42,93% in ministries.

"Shock therapy inaugurated in 2010, and which takes the form above all of a reduction in turnover and blocking of bargaining", he explains John Valotti, manager of Ocap, "have had a slimming effect, but also side effects such as the aging of the staff, with almost half of the employees over 50".

During the conference, extraordinary interventions will be proposed in five areas: balance sheets and controls; innovation and digital agenda; service management and public-private partnerships; performance management; human resource management.
