Unions: "7 billion are needed for the renewal of the PA"

According to the secretary general of Uilpa Nicola Turco, seven billion are needed for the three-year renewal of contracts in the public sector - "The resources are there: just act on bonuses, external consultancy, re-internalisation of services and the procurement system".

For the three-year renewal of contracts in the public sector, 7 billion euros are needed, one for each year that contracts are blocked. To say it is the general secretary of Uilpa, Nicola Turco, bringing the theme of the renewal of contracts in the Public Administration to the center of attention, in a difficult moment for public finances, in the light of the slowdown in GDP.

"After seven long years of wage penalties - reads a note from the union -, the reopening of bargaining in the Public Employment presupposes the availability of new resources, which are sufficient to guarantee an adequate recovery of purchasing power by public employees" .

“Last year's Constitutional Court ruling on the illegitimacy of blocking bargaining – he continues – excluded its retroactivity in order to avoid a hole in the State budget. On this point, the support that the Attorney General of the State offered to the Consulta was decisive, when it quantified the cost of the missed contract renewals, in the period 2010-2015, as 35 billion euros".

According to the trade unions, there would be resources: "it is enough to act on the bonus policy, on external consultancy in the PA, on the re-internalisation of services, on the procurement and purchasing system and also give back to the workers the fruit of the work done with the fight against tax evasion".

For Turco, "the alarmist news on the slowdown in the GDP" must not "lead the way for new black smoke on the availability of the resources necessary for the resumption of bargaining, because this is completely evident would generate an incurable rift, making the opening of a serious conflict, which no one wants as it is harmful to everyone, starting with the functionality of the public service and the needs of the community".

“After seven – concludes the trade unionist – of unacceptable, illogical and unfair contractual blocks, the road to compromise is absolutely not feasible. Never again will there be a refusal to renew employment contracts and this both for the economic effects on the present and for the social security effects on the future".
