Bad news for the smoking: new sting on coming soon cigarettes. In 2023 it will be 36 euros per thousand cigarettes. In practice, a package da 20 cigarettes will increase on average by just over 70 cents. The excise duty will still rise to 36,5 € in 2024, Ea 37 € in 2025. The government's objective is clear: to obtain the economic resources necessary to finance other measures. At the moment it is not known how much the increase in cigarette prices will amount to.

The increase is contained in the first draft of the Budget Law, in one of 136 articles. In the press release issued at the end of the cabinet no specific reference is made to the increase in the price of cigarettes, but the only certainty on the part of the Mef is that the maneuver envisages increases in revenue of 138 million euros coming from cigarettes.

Tobacco and cigarette prices: who sets the cost?

From tobacco cigarettes the intention of Government is to increase excise duties, which will inevitably lead to a increase in the final price for the consumer, who had already seen +30% in 2021 and +35% in 2022 and will rise to 40% from 2023 January XNUMX.

Manufactured tobaccos are subject to excise duties, but vary according to the category: cigarettes, cigars, finely chopped tobacco, from I chew, from kite, from inhalation.

In the coming weeks, it will be debated on final price, but the last word will beCustoms agency and monopolies, which in addition to excise duties also takes into account the premium, VAT (22%) and the supplier's fee. For cigarettes, the excise duty is given by the sum of the fixed component and one proportional to the sale price, with a base rate set at 59,8%. The retailer's premium is instead 10% of the retail price.

Il producer fee arises from the difference between the sale price and all amounts spent, including distribution. For cigarettes, in the end, the level of taxation reaches 78% of the final price.
