The executive decree 13/2016 approved by the Sicily Region, introduces a new moratorium on wind power, blocking the procedures for the authorization of plants with power exceeding 20 kW - "a scandal for all producers" according to assoRinnovabili.

The Sicily Region has approved the Executive Decree 13/2016, with which the umpteenth moratorium on wind power is introduced, suspending the procedures for the authorization of plants with power exceeding 20 kW. The reason? The need to identify in advance the areas unsuitable for the installation of renewable plants. It is a pity that the Region was required to map the territory as early as 2003, i.e. thirteen years ago.

“The Decree – comments Agostino Re Rebaudengo, President of assoRinnovabili – represents a scandal for all those producers with pending applications for several years at the competent regional offices. There are entrepreneurs who have been waiting for authorization to build since 2006! It is no longer permissible for the Region to continue to use the pretext of mapping to put a spoke in the wheels of operators, thus blocking all projects ".

It should be added that it is not the first time that the Ars has taken a decision that blocks any type of green entrepreneurial initiative: three years ago, the same Giunta had suspended the authorization procedures in progress, waiting for the Energy Department to elaborate a proposal of unsuitable areas. A resolution subsequently canceled by the Administrative Judge who had warned the Administration on the illegitimacy of similar moratoriums. Apparently, however, the "pulling of the ears" seems to have served little given the content of the decree approved today.

assoRinnovabili has therefore decided to request “the immediate withdrawal of the Decree in question and the restart of the authorization procedures. The Association is ready to react with all the legal instruments at its disposal to protect the legitimate interests of its Members and warns that its members will hold personally responsible, for damages caused by delay, the executives who should further slow down the release of the authorization measures and they will not fail to evaluate any possible further liability, including of a criminal nature."
