Online transparency at Palazzo Madama involves only 60 senators. Therefore, barely a fifth of the 315 tenants of Palazzo Madama, plus those for life, has decided to make their balance sheet public via the internet. Senators, as well as deputies, are required to file their tax returns, which are therefore public and can be consulted. But for networking, the consent of the individual parliamentarian is needed.
The largest group is that of the Democratic Party: there are 40 senators (out of 104) whose income is online, led by the group leader Anna Finocchiaro. From the Pdl, 8 senators (out of 127) gave their approval to the network, 5 from the IDV, from the League (25 senators), only the former minister Castelli gave the go-ahead.
From this list the absence of the president of the Senate, Renato Schifani, stands out, who (contrary to his counterpart in the Chamber, Gianfranco Fini, who had no qualms about posting his income on the web) limited himself to following the path established by law, depositing his balance sheet with the competent offices.
The documentation of all the senators is anyway available to all citizens registered on the electoral lists from 10 to 19, at the Service of Parliamentary Prerogatives, Immunities and Litigation, at the Palazzo della Sapienza in Rome, in Corso Rinascimento 40 (where there is the church of S. Ivo). And therefore those who want can satisfy their curiosity by going in person.
Of course, making one's income available with a simple click on the computer keyboard is above all a question of sensitivity and transparency towards citizens. And this is even more true for those invested with institutional offices. In the list of senators' online assets, the name of the life senator and prime minister, Mario Monti, does not even appear, but it should be noted that the prime minister took steps to make his position public on the internet precisely in his role as head of the executive, together with his ministers.
In terms of transparency, the radical deputy Rita Bernardini he is keen to remind you that it was his initiative (with an agenda) that led for the first time to the online publication of the financial positions of the honorable Members. But the Radical deputy herself now believes that "the completion of a substantial step forward" on the path of transparency is "now ripe". AND he is therefore about to file a proposal to amend the Montecitorio Regulations, to ensure that publication on the website of the Chamber of Income is no longer subject to the signing of a release by each parliamentarian, but is mandatory and automatic.
