Green light from the Senate Chamber to the labor-VAT decree. There were 203 votes in favour, 35 against and 32 abstentions. The measure is now undergoing second reading in the Chamber, where a race against time will take place to obtain final approval before the summer break.
The package includes several sizes: the postponement to October of the increase on the third VAT rate (initially scheduled for July XNUMX); a series of rules to promote employment (particularly juvenile); the unblocking starting from January 2014, XNUMX of others 20-25 billion for public administration debt payments with the guarantee of the State through a fund at the Cassa Depositi e Prestiti; the stop at advertising for e-cigarettes.
In particular, on the labor front, incentives are envisaged for the hiring of under 29s and shorter intervals between fixed-term contracts than those envisaged by the Fornero reform.
As for the new funds in favor of the creditor companies of the PA - which add to the 40 billion already approved and which concerns current debts - they arrived thanks to an amendment presented by the Pd, with the first signatory Giorgio Santini, and subsequently voted on by the unanimity. Certified and guaranteed credit can be transferred "to a bank or to an intermediary" with a discount not exceeding 2%. The administrations (other than the State) will then be able to request the restructuring of the debt.
"All debts of the public administration to companies can be paid within the first few months of 2014 thanks to the ad hoc amendment approved by the Senate as part of the work decree – explained Santini -. In this way it will be possible to give further oxygen to the companies, carrying out an operation of economic justice for the country, which the Democratic Party has been asking for for some time, so that the public administration settles its debts towards the companies".
