A business for several million euros in the construction and renewable energy sectors: this is the objective of the "Quality home system", which begins its process in the Senate tomorrow. After the approval by the Chamber and the assignment of last June 15 to the Environment commission of Palazzo Madama, the examination of the provision begins. It starts with the hearing of the representatives of ANCE (National Association of Building Builders) at 14.30 pm, then from 16 pm the XIII commission starts examining the text in the referring office, strongly sponsored by the Northern League (the speaker of the "Home quality system ” it is not by chance that the Northern League is in the commission Giuseppe Leoni).

The bill has two objectives: to promote energy efficiency in buildings and eco-compatible construction, and to stimulate the recovery of the economy. Already in Article 1 the text is clear: "A single system for the quality of residential construction has been established, called 'quality home', to ensure its environmental sustainability, the containment of energy and water consumption and the physical and mental well-being of the users". This by applying the sustainability criteria both "to the design and construction of newly constructed residential buildings" and "to the design and construction of extraordinary maintenance, restoration and conservative redevelopment interventions, as well as the renovation of residential buildings".

In short, the intention is to join the construction market with that of renewable energies, setting in motion a virtuous circuit and above all a business estimated at "several million euros". All you have to do is comply with the criteria of energy efficiency (reduction of consumption and dispersions), comfort (thermal and acoustic insulation, clean air) and eco-compatibility (use of materials with a reduced environmental impact) and ask local authorities for certification of sustainability of the building. A convenient move, given that - due to the provisions contained in the text in question - "the State promotes, also through the intervention of private entities, specific initiatives to support the real estate sector, intended exclusively for real estate units that meet the requirements of the 'system quality house'”. What these initiatives are can be read in article 9 of the bill.

To encourage adherence to the "quality home system, the Municipalities, with the exception of the exemption for the real estate unit used as a primary residence, can decide, in compliance with the balance of the budget, rates of the municipal property tax (ICI) and, starting from 2014, of the more favorable municipal tax (Imu) for the real estate units subject to certification”. This "also derogating, for the purpose of determining the rates, from the minimum limit established by the legislation in force on the date of its issue". Furthermore, "the Regions can stipulate agreements with banking institutions and energy service companies in order to allow the disbursement of subsidized credits in favor of private individuals for the construction of real estate units intended for primary residence compliant with the requirements of the "quality home system ”.
