As explained by the rapporteur of the measure, Dario Parrini, president of the Constitutional Affairs Commission, the reform will ensure that the two Chambers have the same electoral basis and therefore that in them there are the same political majorities. 

“This favors the participation of the new generations in political life” commented the Minister for Relations with Parliament Federico D'Incà.
