The constitutional reform on Title V and bicameralism will go to the Senate from Thursday afternoon and the voting on the amendments will begin next Wednesday. The conference of group leaders of Palazzo Madama decided it by majority. The presentation and the vote in the commission of the amendments that ratify the political agreement between the majority and Fi on the Senate elected by the regional councils has been postponed. Now the eyes are focused on the frondists of the Democratic Party and Forza Italia, ready to call everything into question at the time of the vote but the Fi-Lega-PD pact seems to hold.

As for the contents, the speakers Anna Finocchiaro (Pd) and Roberto Calderoli (Lega) presented the amendment to the Constitutional Affairs Commission in the Senate which implements the political agreement between the Democrats and the Azzurri. Here are the main news.

NON-ELECTIVE SENATE

The text provides that the senators are not elected by the citizens, but by the regional councils, which will have to elect them from among their own members and from the mayors of the territory (but each council cannot elect more than one mayor).

SEATS ALLOCATED WITH THE PROPORTIONAL SYSTEM

The seats in the new Senate will be assigned "with a proportional system on the basis of the criteria established by the constitutional law, taking into account the composition of each regional council", reads the amendment.

MINIMUM TWO SENATORS FOR EACH REGION

Furthermore, “no Region can have fewer than two senators; each of the autonomous provinces of Trento and Bolzano has two”.

100 SENATORS IN ALL

The members of the new Senate will be 100 in all, of which 95 chosen by the Regions and 5 nominated by the President of the Republic.
