A business for several million euros in the construction and renewable energy sectors. This is what it is hoped to achieve with the 'quality home system', the bill approved by the House with a large majority (471 yes, 25 abstentions, no votes against) and now being examined by the Senate's Environment Committee. The goal is to promote energy efficiency in buildings and eco-compatible construction, but above all to stimulate the recovery of the economy. Guido Dussin, Lega deputy among the promoters of the bill, has no doubts: by encouraging the construction and renovation of buildings with the installation of electrical systems from alternative energy, the provision can mark "a moment of strength to relaunch the economic system of the country and the internal market".

At present, according to Dussin, "the points of GDP that are missing are those of construction" and with the "quality home system" we intend to create "a mini house plan", moreover an "alternative" to that devised by the Government in recent years . The project will not bring new concrete flows. The ecological certification of buildings will take place in three directions: construction of new homes; recovery and restructuring of abandoned industrial centers and abandoned buildings; expansion of existing structures (but only "if this expansion is volumetrically greater than 20% of the entire building", specifies the text). The guideline is clear: to get the economy back on track starting from the construction and energy sectors.

The calculation of the turnover, approximate but significant, is done by Dussin: considering that the average cost for installing a single solar panel on the roof is around one thousand euros, which with the home quality system at national level "we could change 20%-30% of buildings" in a sustainable sense, and that in any case "there is a considerable demand" for quality homes, a business of "several million euros" would be generated. And it is, moreover, only a downward estimate, because the turnover could take on greater dimensions.

The 'quality home system', complains Dussin, "lacks public finance", ie incentives and concessions. "Probably the Government has not understood the scope of the project and does not want to shift financial resources", but according to the Northern League deputy "if this 'mini plan' were combined with a real housing plan it could be a driving force for our country", because the Regions and the Municipalities "will be able to introduce volumetric premiums, discounts on the ICI and other concessions".
