It being understood that the minimum threshold for setting up a Group is 10 senators. and that life senators can choose not to belong to any group. however, it is established that "derogation" groups are no longer authorized. During the legislature, new Groups cannot be formed, except through the merger of already established Groups.

In the event that a parliamentary group is no longer constituted in the following legislature, any operating surpluses are returned to the Senate budget, except for the provision to deal with disputes or expenses. The organic reform of the Senate regulation intervenes on about a third of the 167 articles that compose it. And in addition to the formation of parliamentary groups, action was also taken on the standing committees, the simplification and rationalization of the work and the coordination provisions.
