Schools, money from Funds to redevelop

Green light from the Miur to the territorial real estate fund dedicated to the redevelopment or construction of buildings from scratch. Ok from Anci and Invimit. It starts in the first 6 Municipalities.

Schools, money from Funds to redevelop

The damaged Italian schools discover finance. That of a project that focuses on a real estate fund to put classrooms and laboratories in their place. Environmental and cultural operation at the same time. We talked about it, but now the tool is there. Let's hope it bears fruit.

Let's talk about Territorial real estate fund, of approximately 74 million euros, dedicated to the redevelopment or construction from scratch of buildings. The operation was given the green light by MIUR, Demanio, Anci and Invimit.

Prudentially, we start with six Municipalities: Castel San Pietro Terme (BO), Osimo (An), Isola Di Capo Rizzuto (Kr), Robbiate (Lc), Grumolo delle Abbadesse (Vi), Monte Prandone (Ap). An initial intervention with guidelines being developed and useful for extending the initiative to other cities. The spirit is to encourage investment and urban regeneration, both for small and large companies. The money comes from the Invimit i3 Core Territory Fund. The company controlled by the Ministry of Economy and Finance will also have support from the Ministry of Education which will use the items in the budget for school construction. Resources are always scarce compared to the needs of schools of all levels. However, with the pilot project of the six municipalities, a step forward is taken.

At this stage i Municipalities bring assets of 11 billion as a dowry. The Miur, for its part, has 5,9 million euros on the basis of a 2012 law. It will make them available. An exportable plan - says the Anci - which leads a battle on the modernization and safety of our teaching structures. Its President Antonio Decaro reminds us that 8 billion investments in the short term would be needed to be at peace.

Structural decay, vulnerability and environmental qualification are the main lines of intervention. Pieces of a complex reality, where private individuals generally don't arrive. The Italian structures are largely inadequate for the demand for education and for the integration of the immigrant student population. The mayors suffer. But the undersecretary of education, Vito De Filippo, says that now the initiative is transversal. When the work starts, the money will also be used to enrich architectural elements for study and learning. More suitable environments. A modern frame that affects well-being at school.

Something is also moving on the front of public property. The subject of many speculative desires, the thousands of abandoned or decommissioned structures are entering into negotiations between local authorities and the State Property Agency. Since 2014, the structure has had the Scholastic Building Fund which can give substance to important agreements. And if the agreements are effective, the thousands of lease contracts with private individuals who host public schools will also have to be reviewed. And not always right. Invimit also has good intentions which, based on the feasibility of this project, think of potential investors, such as pension funds and social security funds. They will have to care about education and learning, though.
