School, here's how the principal awards the merit bonus

The Ministry of Education has published a circular in which it clarifies the methods for assigning the bonus on merit for teachers - Allocated 200 million. The choice will be the prerogative of the Dean based on the criteria expressed by the Evaluation Committee, but the school community will also be involved.

One of the tasks of the school manager, according to the provisions of the Buona Scuola, is to identify the recipients of the bonus award based on the criteria expressed by the teacher evaluation committee. However, the whole school community will be involved in the choice. This is clarified by the circular from the Ministry of Education published yesterday, in which we read that "an innovative path for the enhancement of professionalism" of teachers begins. For this "it is appropriate that the involvement of the school community as a whole is activated".

The document contains some clarifications regarding the new legislation which, however, fail to resolve the doubts of teachers and trade unions.

In detail, the Miur circular confirms that law 107 of 2015, better known as Buona Scuola, gives the Evaluation Committee the task of setting the criteria for the enhancement of teachers. The principal, on the other hand, has the power to identify the most deserving teachers, even if it is not clear whether he should also establish the amount of the bonus.

Within the provision, the ministry led by Stefania Giannini confirms the allocation of 200 million euros to finance the bonus, but does not specify whether the 200 million will be negotiated with the unions. The latter, however, could be involved (the school community mentioned above) in the awarding of the prize.
