“There is a theme of increasing school time, which is fundamental: not only this year has the Mef recognized us for last year's staff, but it has given us something more to support and strengthen. In the next 10 years we will have 1 million 400 thousand fewer children, but this does not mean having fewer teachers: we must reduce the number of classes, redefine the size of institutions and increase school time, in accordance with the principle of autonomy. Proportionally we need more teachers and more managers”. This was stated on Tuesday morning by the Minister of Education, Patrizio Bianchi, during a hearing on the programmatic lines of his ministry before the Culture commissions of the Chamber and the Senate.
THE RECRUITMENT OF TEACHERS
“We need to be able to plan teachers' outings – added Bianchi – With INPS we were able to have not only outings this year, but in time, not in July, but those over the next 10 years: when fully operational, we must be, year by year, the possibility of a recruitment equal to those that are outgoing: let's go back to a recruitment planning system that has the possibility of guaranteeing continuity and stability".
As for access to teaching, "it must be adequately prepared with university training that is not repetitive - the minister underlined - There is an intervention to be done with the university, we talked about it with the minister Mass; it is a question of defining the methods of access to the courses and clarifying that the fact that this retraining course must see the accompaniment of teachers also in their careers”.
THE PRECARE TEACHERS
With regard to precarious teachers, "out of almost 100 common posts, we have accumulated more than 200 with fixed-term contracts, with different situations: the most wrong thing is to treat them all in the same way, there are different categories with different experiences and different qualifications. Starting from this principle, we are discussing with the Presidency and the Mef on how to find methods and forms that recognize qualifications, merits and experiences that allow these people to come together in a reasonable time within a static vision of their life and of their profession, to also start the machinery of an employment that is regular and continuous over time". It is necessary "to recover in a reasonable time those who have accumulated experience and skills in this period and need to find continuity in the teaching field".
SCHOOL BUILDING
Furthermore, according to the minister, "there is a problem of making schools safe" "but also of spaces for education: we have significant resources, 200 million, for new schools, and even more for making them safe, energy saving and the pedagogical and educational requalification of our spaces”.
THE SCHOOL FROM 0 TO 6 YEARS
As for the youngest children, Bianchi recalled that "the investment in the 0-6 age group has been recognized as a founding element of the Pnrr" and "already next week, with our resources, we will make 309 million available to the Regions and Municipalities, an important for management".
THE ADMINISTRATIVE REFORM
On the administrative level, on the other hand, "we have to put our hands on and strengthen the organization of the Ministry and the peripheral one - remarked the owner of Education - The structure I found is not adequate to manage the problems around us". The minister then announced the formation of “a Department for professional and technical training, ITS and lifelong learning. Today, permanent training concerns all of our country's operational capacity. Once we could think it was a luxury, today it concerns everything”. According to the minister, then, "we need a single text on the laws of the school, something that seems impossible, but there is a need to bring order".
THE ORIENTATION
Bianchi then believes that “we need to do more on guidance, it needs to be reformed: linking the different cycles and orders more to allow children to make informed choices, but over time. Don't say 'I'll finish eighth grade and see what I do'. These things prepare over time and giving the guys a variety of possible options. If you finish high school, you can go to college; an Its with equal dignity and strength; an experience path abroad; an apprenticeship path in which to learn things that are then put to good use; a volunteer journey. But they must all be possible options and presented and matured in time. Orientation means not leaving families and young people alone in a choice that will then determine their life”.
