The CDM unanimously approved the Decree Aid Ter to counter high energy costs and support families and businesses. The latest spending decree from the Prime Minister, Mario Draghi, done once again without resorting to any budget slip. After the green light of the law converting the Aiuti bis decree, awaited in the Senate for the last reading, the third tranche of aid is based on a new "treasury" of 14 billion euro, intended above all for companies, especially comes the extension and strengthening of the credit of tax, while for families is confirmed bonus Commitment with new discounts in the bill but above all a new one is inserted one-time bonus of 150 euros for the less well-off.

These resources “add to the almost 50 allocated in recent months. Overall we are talking about a figure of more than 60 billion euros, equal to 3,5% of GDP. A figure that places us among the countries that have spent the most in Europe. Incidentally, 14 is today's decree, 17 is the bis decree currently being approved: we arrive at an amount of around 31, which seems to respond perfectly to the request for 30 billion, we are there... Unless we think of a difference in 30 billion every month”. So Draghi introduced the provision fired today by the executive. And when asked if it was available to a second term as Prime Minister he answered with a resounding “no”.

Not just aid on the government table. In the Aiuti Ter decree, in addition to discounts on bills and new bonuses, there are also the structural reforms linked to the Pnrr that the Government has undertaken to implement by December 2023. The Council of Ministers has given the green light, as a preliminary to the legislative decree implementing the law on competition on mapping of public concessions (including bathing establishments), on which the League, with Minister Massimo Garavaglia in the front row, voted against. But the will of Prime Minister Mario Draghi is evident: to deliver a precise photograph to the government that will come.

In addition, the Cabinet of Ministers also resolved the state of emergency for the Marches after the wave of bad weather last night and 5 million have been allocated for the first interventions.

Social bonus, new discounts on the bill in the Aiuti Ter decree

For the fourth quarter of 2022, the number of households that will be able to benefit from the social bonus to deal with bill increases thanks to the increase in the Isee roof from 12 thousand to 15 thousand euro. A discount on electricity and gas bills for less well-off families of around 30% which is automatically distributed to consumers.

At least for the moment, no interventions are planned for the Isee roof for large families (4 or more dependent children) which remains at 20 thousand euros. Furthermore, for all those entitled to the subsidy, the supplementary bonus remains confirmed for the entire fourth quarter of 2022.

Bonus 150 euros for the self-employed, employees and pensioners in the new Aid decree

One-off bonus of 150 euros for workers and pensioners with gross annual incomes of less than 20 thousand euros: an audience of around 22 million people. But who can request the new bonus?

The bonus will be paid with the November paycheck to the workers employees (excluding domestic ones) with "a taxable salary for the month of November 2022 not exceeding the amount of 1.538 euros". The cost of this indemnity is approximately 1 billion. The same is also foreseen for the pensioners with annual gross income of less than 20 euros. The additional burden is 1,2 billion. Even for the self-employed - which the 200 euro bonus for the VAT number has recently been extended – an increase in compensation of 150 euros is foreseen.

Tax credit: extension of the measure until the end of 2022

The support measure for businesses, expiring next September, is extended until the end of 2022 and will also include a strengthening in the percentages and audience of companies that will be able to benefit from it. The tax credit for electricity and gas bills it rises to 30% from the current 25% and will also concern small Italian companies (such as bars, restaurants, etc.) that have a meter with a higher power input from 4,5 kW to 16,5 Mw.

Therefore, until 30 September the current mechanism is confirmed (25% for energy-intensive companies and 15% for other companies with consumption exceeding 16,5 MW). For the months of October and November, however, a strengthening is expected, with a threshold of 25% for energy and gas-intensive companies and 40% for all companies that consume gas.

Important news is the state guarantee on business loans in a liquidity crisis due to high bills, with agreements to be developed with banks to offer loans at the lowest rate, in line with the BTP. "This is equivalent in all respects to an installment plan," said the premier.

A voice that is worth 9,5 billion.

Resources to local authorities

With the third Aid decree, new resources also arrive for local authorities, health care and the world of sport, which are also in difficulty due to maxi-bills. Settled approx 400 million for the National Health Service, divided between the regions and autonomous provinces to deal with increases in the hospital sector, including nursing homes and private facilities. Also expected approx 190 million for the agricultural sector, with interventions to reduce the costs of agricultural diesel, transport and food for greenhouses; a refinancing of 10 million for equal schools as well as 660 million to new university bed places.

In the Aiuti ter decree there are also 100 million euros for local public transport, as well as contributions in favor of sport, the world of culture (40 million for cinemas and theatres) and the third sector.

Also included a rule to help the entities that manage disability services to bear energy costs. Established a fund of 120 million a year, of which 100 from funds managed by the Minister for Disabilities. 

The decree also contains some implementation rules of the Pnrr, in particular changes to the discipline of Higher Technical Institutes.

Still on the energy front, the Government approved the authorization to continue with the construction of 6 wind farms (4 in Puglia, 1 in Sardinia, 1 in Basilicata). The authorized plants rise to 45, 14 remain which will be approved later, as Draghi underlined at the press conference.

Cut excise duties on diesel and petrol

The Council of Ministers also confirms the cuts in excise duties on diesel and petrol, which for the moment runs until October 18th. The extension will come with a forthcoming ministerial decree, to cover the entire month of November.

"Adjustment" tax on extra profits

News also for the tax on extra profits of energy companies. It is not a question of "taxing more", but rather amending the law so that it becomes more effective given the difficulties in collecting the resources so far.

Anti-relocation rule

A restrictive revision of the regulations on relocation has also been introduced: the employer who wants to relocate or close his business in the absence of a crisis has 90 days (instead of 30) to present a plan to limit the employment repercussions and cheap. And the contribution that is required to pay "in the event of non-subscription to the plan by the trade union organizations" is "increased by 500%". With the obligation to return public contributions obtained in the event of relocation with 40% of employee layoffs.
