The highly controversial agitation involves 3,2 million workers in the civil service for the renewal of the national contract: hospitals are also at risk, where however minimum activity will be guaranteed. The salary increase and the maxi competition for doctors are in the sights.

Confirmed despite the controversy the strike of all personnel employed by bodies and administrations with a national collective labor agreement of the departments and of the central function areas, of the local functions and of the Health Department for the whole day on Wednesday 9 December, called by the CGIL, CISL and UIL trade unions. Until the end, the Government had tried to mediate, also given the strongly negative opinion of Prime Minister Giuseppe Conte on the opportunity for unrest in such a delicate moment for the country, above all because, in addition to schools and public offices, the strike affects nurses, operators health associates, health technicians, midwives, rehabilitation and administrative personnel, and medical, health, technical, professional and administrative management operators. But there was nothing to be done and so this agitation is of interest 3,2 million workers it will be done, even if the minimum levels of activity will be guaranteed in hospitals in particular.

"The strike called by the trade unions on December 9 - explained the secretary of the CGIL Maurizio Landini - it's not just for the renewal of contracts. We need new resources to invest in new hires, in the stabilization of precarious workers, in training and in new forms of work. I hope that a real comparison can be opened. At present the mobilization is confirmed, if the government wanted it would summon us before and not after the mobilization". Among the motivations, jointly signed by the three trade unions, there is also that of safety at work. The decision to strike, taken by the unions in mid-November, sparked strong reactions right from the start: first and foremost that of the Minister of Public Administration Fabiana Dadone who repeatedly defined the strike as a wrong choice, emphasizing how the government had allocated 3,8 billion for the renewal of public contacts.

In budget bill for 2021, currently under examination by the Chamber, article 124 is in fact dedicated to increasing resources for collective bargaining in the public sector. The text provides for an additional 400 million euros starting from 2021 to be allocated "to national collective bargaining and to the economic improvements of state personnel under public law". Also considering the funds allocated by the 2019 and 2020 maneuvers again starting from 2021, the total amount allocated to the state sector is therefore effectively 3,8 billion. This money will allow among other things an increase in overall average wages of around 4%. On an average salary of 34.250 euros, the increase will therefore be equal to 107 euros gross per month. But this is not enough for the unions, because they consider the broader demands: in the crosshairs there is also the huge competition to hire doctors in hospitals, supported in September but with 14.000 hires still standing.
