The bill approved on Monday by the Council of Ministers gives greater importance to the conduct grade in the overall evaluation of the student. If the student takes 6 in conduct at the end of the year he will face a school debt in civic education. The aforementioned debt will have to be recovered in September with a check on constitutional and citizenship values.

The new rules have caused quite a few controversy, with Flc-Cgil, the Students' Union, the Media Network and the Democratic Parents coordination who, speaking of “punitive” bill for students. 

“It is simply a law that does not provide an answer in educational terms to an existing problem, situations of youth hardship and attacks on teachers. The response is only punitive. In fact, the government does not address the issue of aggression but hides it by reforming the sanction, aggravating the sentence", commented Paolo Notarnicola, national coordinator of the Middle School Students' Network, in Repubblica.

School: how suspension changes

If then the suspension exceeds 2 days, the student will have to carry out solidarity citizenship activities in affiliated structures, an activity that can continue if the class council decides.

The bill also contains the reform of technical and professional institutes. According to what is foreseen, from 2024/2025 a large-scale experiment will be launched which will follow thethe 4+2 model. There will be a four-year course which will be followed by 2 years of "specialization" in those that have been renamed Its Academy. The objective is to involve up to 30% of technical and professional institutes.

Central to learning will be the practical training and the concept of “technological-professional campus”, which will involve technical and professional institutes in a unique and integrated path which also includes the entry of teachers and experts from the world of work, with the aim of providing students with a more varied and above all applied educational offer.
