Joseph Halevi Horowitz Weiler, born in 1951 in Joannesburg, teaches at the School of Law of New York University where he directs the international research centers Jean Monnet Center, the Strauss Institute and the Tikva Center. His studies focus above all on the role of cultural values ​​in the founding process of a true and profound union between European states.
