Early opening two weeks, from June XNUMXst to 18 May, to shops, bars, restaurants, hairdressers, beauty salons and massage centres. More the possibility for citizens to go in second homes. All, as always, maintaining security protocols which will include masks, gloves, sanitizing gel dispensers, daily ventilation and sanitization of the rooms, capacity limits, mandatory booking and (where possible) social distancing of at least one meter. These are the contents of new Dpcm to the study of the Presidency of the Council, which aims to further lighten the anti-contagion measures of Phase 2 to meet the requests of many governors (mostly from the center-right, but not only).

The provision will not have a national character like those passed so far, but will be differentiated on a territorial basis, to take into account the different epidemiological situation in the various areas of the country. For this, it will be published from Thursday a weekly report to assess the degree of risk for the individual Regions, explained the minister for regional affairs, Francesco Boccia. The summit scheduled for Monday between the president of the Conference of Regions, Stefano Bonaccini (Pd), the president of the Council, Giuseppe Conte, the minister of Health, Roberto Speranza, and the other governors meeting by videoconference will therefore be decisive.

The roadmap foresees that between Wednesday and Thursday i will be released new safety protocols developed by the Technical-Scientific Committee on the basis of Inail indications. After that, Conte will share them with the social partners, and then sign the new Dpcm with which it should arrange the new reopenings from 18 May of shops, bars, restaurants, hairdressers, beauty centers and massage centers.

Finally, always from the 18th it should be allowed moving to second homesas long as they are in the same region of residence. To move from one region to another it will be necessary to wait, at best, at least a few days: the R0 index recorded between 18 and 25 May will be decisive.

THE PRESSING OF THE GOVERNORS

Meanwhile, the presidents of the 12 centre-right-led regions have sent a letter-appeal to the government to reopen activities as soon as possible and to have the new national guidelines for the protection of public health and safety at work by Wednesday, to allow restarts from 18 May. "Immediately guarantees from the government, or we will go ahead alone", they warn.

In Calabria the Tar blocked the regional ordinance that allowed bars and restaurants to serve tables outdoors and in response the forced governor, Jole Santelli, gave the green light to outdoor sports and travel to second homes for ordinary maintenance. Cemeteries and pet grooming shops have also reopened.

La Autonomous Province of Bolzano decided this weekend to reopen shops, restaurants, bars and museums. From the 25th it will be the turn of hotels and ski lifts.

In Liguria, the president Giovanni Toti has issued an ordinance to allow everyone to prepare for the 18th. From today, families will also be able to go to second homes or by boat.

Even the Northern League Luca Zaia, governor of Veneto, continues to ask to reopen everything from May 18: "The engines must be restarted in all the places that are still closed - he claims - Reasonable guidelines are needed for bathing establishments, personal services, sports centers, gyms, bars and restaurants".

On the same line Raffaele Emiliano, dem governor of the Puglia: “We await the guidelines – he says – But if they don't arrive, we will reopen anyway”.
