Renewal of the chemical-pharmaceutical contract, there is an agreement: an increase of 129 euros

The first national labor contract to apply the interconfederal agreement on bargaining, signed on 9 March, the text of the agreement provides for the overcoming of the verification phase of the deviations linked exclusively to inflation, by inserting a variable salary linked to sector scenarios. The sector involves over 176 employees.

Six months after the deadline, late yesterday evening an agreement was reached between the Filctem-Cgil, Femca-Cisl, Uiltec-Uil trade unions and the Federchimica and Farmindustria business associations on the hypothesis of an agreement for the renewal of the national work involving over 176.000 workers in more than 2700 companies. The agreement was unitary and will have a duration of 3 years and a half (June 30, 2022) with an increase on the minimum of 97 euros and a total of 129 euros over the three years.

“With this agreement we have protected the purchasing power of the workers at a time of low growth in the country, subtracting it from the mere measure of inflation. Thus we have laid the foundations for a concrete development of the national economy through the part of industry that we represent. It is an agreement that fully reflects the contents of the interconfederal agreement signed on 9 March,” declared the general secretaries of Filctem Cgil, Femca Cisl, Uiltec Uil, respectively Emilio Miceli, Nora Garofalo, Paolo Pirani, on the sidelines of the negotiation.

SALARY

From July 2018 the EDR (separate element of remuneration) will be confirmed 22 of euros to which they will be added another 9 euros from January 2019 deriving from checks of the past contract.

The agreement also provides for a average increase on the lows (Minimum salary) 97 of euros (category D1) divided into 4 tranches: 1 January 2019 of 30 euros; January 1, 2020 of 27 euros; 1 July 2021 of 24 euros; June 1, 2022 of 16 euros.

At the end of the contractual term, there will then be a meeting to carry out an overall check between planned and actual inflation, however taking into account the overall trend of the sector. For the first time, a contract renewal will be the direct consequence not only of the general increase in the cost of living, but also of the overall trend of the sector scenarios.

In addition, it was decided to raise 1 euro for night shifts.

HEALTH & SAFETY

In the production sites, characterized by the presence of several companies (including contractor companies), the coordination of the RLSSAs (workers' safety representatives) will be set up, directed by a representative of the company prevailing on the industrial site.

ORGANIZATION OF WORKING TIMES

To deal with the increasingly decisive problem of the active aging of personnel in the chemical-pharmaceutical sector and to encourage adequate generational turnover, the new contract provides, in addition to the Tris fund - through 2nd level agreements - the possibility of a reduction in working hours for older workers, thus favoring the entry of young people. Furthermore, it is possible to allocate the economic resources of the participation bonus to favor this initiative.

TRAINING AND NEW SKILLS

Concerning training, the consolidation and strengthening of the figure of the training delegate and the training of the representatives is envisaged.

On the theme of innovation and progress resulting from this particular historical phase (Industry 4.0) it is foreseen that in second-level bargaining, new professional profiles and new specific classifications can be determined that take into account the new "roles" that will be created in the company.

OBSERVERS

In this renewal, the observatories and committees for the economic scenarios will open a discussion on the role of scientific information on drugs to better determine their operational perimeter in their strictly scientific sphere.

Miceli underlined that it is “a new generation contract that combines innovation with the ambition of working people. Now the word to the assemblies, to the workers who are not the recipients but the protagonists of this contract ".
